Description

PRE-SOLICITATION NOTICE for NRM Project Storm Water Improvements at the VA New Jersey Healthcare System Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey: Contractor shall provide all labor, materials, equipment and supervision as necessary to complete Project #561A4-12-108 as outlined in the contract specifications and shown on the contract drawings. The project consists of, but is not limited to, erecting a storm water basin with all outflow and inflow piping, installation of catch basins and a head wall discharge structure. Work includes demolition and removal of existing structures, alterations, roads, walks, grading, drainage, general construction and certain other items. This construction project is 100% Set Aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). All prospective contractors must be registered/verified on VetBiz website,www.vetbiz.gov to be considered for award. There will be a pre-bid conference/site inspection held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about July 18, 2013 with the bid opening on/about August 20, 2013. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006 competition is restricted to SDVOSB construction firms. Any vendor wishing to receive an award in response to this solicitation must be certified/verified by the Center for Veterans Enterprise (CVE) prior to award. Lack of certification will be considered "non responsive". This project magnitude range is between $500,000 and $1,000,000.The North American Industry Classification Code (NAICS) for this project is 237110, with a size standard of $33.5 million. Time for completion is 180 calendar days after receipt of the Notice to Proceed (NTP). All information, questions/amendments concerning this solicitation will be electronically posted at: http://www.fbo.gov. Interested bidders must be registered in the SAM database to be eligible for a contract award. Firms can register via the Internet at https://www.sam.gov/portal/public/SAM or by contacting the SAM Customer Service at 1-866-606-8220; and are required to submit their Representations and Certifications on-line (ORCA) through SAM. Additionally, in accordance with VAAR 819.7003(e), "At the time of submission of a bid, previously verified SDVOSB firms identified by the Center for Veterans Enterprise (CVE) as currently undergoing the SDVOSB re-verification process are eligible for Fast Track.
