Description
This is a combined synopsis / solicitation for service to conduct current and ongoing HMS sampling program using CPFY fleet as platform: Period of performance from August 1, 2013 to December 31 2015 I. Introduction NOAA has a long standing collaborative relationship with the Sport Fishing Association of California (SAC) and the fleet has participated in a number of research programs. For example, in 2007 NOAA and SAC started a biological sampling program for highly migratory species (HMS) in the Southern California Bight. The program uses the commercial passenger fishing vessel fleet (CPFV) as a platform to sample a range of highly migratory species. When space is available, trips are provided for free to the NOAA biological sampler, otherwise vessels are chartered. SAC represents 100% of the 161 CPFV vessels operating from San Diego to Santa Barbara and thus they are uniquely positioned to coordinate vessel charters or spots on vessels. II. Background The extensive CPFV fleet, based out of San Diego, provides a unique platform to collect valuable biological data on a range HMS listed in the Pacific Fisheries Management Council HMS management plan. Additionally, as these species typically co-occur with protected species (cetaceans and pinnipeds) the CPFV fleet and captains have extensive knowledge regarding the locations, abundance, and potential interactions with marine mammals and as such represent a unique opportunity for studies of these species in a fishery context. In the late summer and fall large numbers of CPFV vessels are on the water daily in the Southern California Bight. These vessel captains have extensive knowledge of local waters. For the biological sampling program specifically, the samples are typically donated by anglers on the SAC vessels. For most of these species, including tuna, mahi mahi and yellowtail, very little basic biological data is currently being collected. This contract for vessel time is a continuation of the biological sampling program and falls within a larger program to develop an ecosystems approach to management as called for under the Magnuson-Stevens Act. Funds are provided by the Cooperative Research Program. III. Description of Work and Services Task 1. SAC will help coordinate placement of NOAA personnel on existing charters when space is available. Task 2. When space on existing trips is not available or adequate to meet the research needs, SAC will coordinate a charter based on guidance from NOAA personnel. NOAA personnel will help coordinate any charters and determine what vessels and trip durations are appropriate. The actual time and vessels used will vary based on direction from NOAA personnel. Costs will be consistent with those charged the general public for similar services. IV. Deliverables No later than December 31, 2015, the contractor will provide space on existing trips as appropriate and provide a charter vessels to support research operations as directed by NOAA personnel. V. Non-Personal Service Contract Statement Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work. VI. Information Security The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. VI.
