- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. In accordance with the authority at FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements , the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to extend contract number N00178-08-D-3007 for an additional two years. The Indefinite Delivery / Indefinite Quantity, cost-plus-fixed-fee type contract was awarded on a sole source basis to Southwest Research Institute (SwRI), 6220 Culebra Road, San Antonio, TX 78228 for a five year period of performance on 29 August 2008. The current support services are set to expire on 28 August 2013. The contract provides specialized technical and engineering support related to the design, analysis, testing and rapid prototyping necessary to support an array of programs associated with Anti-Terrorism / Force Protection (AT / FP), Naval Identity Management Development and Operations (NIMDOC) Capability Program and other efforts involved in the Global War on Terror (GWOT). SwRI is the only source that has the unique combination of engineering talent and testing facilities on site which are necessary to meet the quick turnaround requirements of this effort. In addition to their unique facilities, they possess extensive knowledge and experience in Biometrics and Identity Management (IM) systems and technology. The two year extension will utilize existing contract ceiling and allow critical support to continue while a procurement package is developed for a follow on contract.
