Contractor shall provide receptacles, and they shall be child-sized, anchored, allows for replacement of plastic disposable trash bags, removable lid, and a non-licensed product. 19.9.2.1 Science Work Area 19.9.2.1.1 General Purpose: The Science Work Area should be designed to promote observation, investigating, measuring, evaluating relationships, inductive reasoning, predicting, hypothesizing, inquiry/questioning, finding differences, inferring, and deductive reasoning. 19.9.2.1.2 Requirements: • The area shall be located near garden/nature activity area, unless noted otherwise. 19.9.2.1.3 Equipment Exclusions: • Breakable containers (no glass). • Materials with loose strings. 19.9.2.1.4 Surface Characteristics Required: • Level area with good drainage. 19.9.2.1.5 Equipment Required: • Storage shelves/cubbies • Portable tables • Portable stump stools • Loose Parts (Pine Cones, Shells, Seed Pods, etc.) 19.9.2.1.6 Area Design Requirements: The Contractor shall assemble, and place one (1) raised table suitable for School Age Program Children (5 to 12 years of age) in the Science Work Area. The tables shall be made of cedar-colored wood-appearing composite material, with mesh storage pockets. The table shall be 1 meter wide by 1 meter deep. The Contractor shall provide a table configuration that accommodates wheelchairs. Minimum dimensions for the height of table as well as clear floor space shall be ABA compliant. 19.9.2.2.5 Area Design Requirements: The Contractor shall provide new solid sod as the flooring. The Contractor shall assemble, and place four (4) 1.5 meter long metal framed, wood or composite slat benches. An area identification sign shall be provided as described in Paragraph 19.9.3. 19.9.2.3.6 Area Design Requirements: The Contractor shall procure, assemble, and install a multi-sided, accessible ground-level deck as flooring. The deck shall be designed flush to the finish grade on all sides. Deck substructure materials (joists, beams) shall be of pressure treated pine. Sub-surface posts shall be fixed in concrete footers. Decking surfaces shall be made from a cedar-colored wood-appearing composite material. The Contractor shall assemble, and place one (1) raised table suitable for School Age (5 to 12 years of age) in the Building/Construction Area. The tables shall be made of cedar-colored wood-appearing composite material, with mesh storage pockets. The table shall be 1 meter wide by 1 meter deep. The Contractor shall provide a table configuration that accommodates wheelchairs. Minimum dimensions for the height of table as well as clear floor space shall be ABA compliant. The Contractor shall place four (4) 300 millimeters in diameter by 300 millimeters long wood stump stools for regular seating, made of natural cedar wood. The Contractor shall stock this area with small and large tree cookies of a natural wood with sanded surfaces. The Contractor shall procure, assemble, and install one (1) 1 meter high by 600 millimeters wide by 1.8 meters long storage box with shelves/cubbies, made of cedar-colored wood-appearing composite material, to house building and construction materials and extra natural materials. The Contractor shall provide loose parts, branches, sticks and wood within the storage box. This storage box shall be a hand-crafted, composite wood-appearing storage box with slits between the shelf and the back of the cabinet for drainage. This storage box shall be fixed to the ground or paved surface. The storage box shall be front loading, shall close in the front, and shall not be top loading or top closing. The Contractor shall encircle the area (except for the opening) by providing barrier of seven (7) 300 to 500 millimeter diameter natural logs in 1.2 meter to 2.4 meter sections butted end to end. The perimeter logs shall be partially buried and pinned to the sub-soil with steel reinforcement bars (3 per log) to prevent rolling. An area identification sign shall be included as described in Paragraph 19.9.3. 19.9.2.4.6 Area Design Requirements: The Contractor shall provide a garden area. The Contractor shall assemble, and install two (2) stand-alone, 400 millimeter high by 1 meter wide by 1.8 meters long, planter boxes made of natural cedar or cedar-colored wood-appearing composite material. The Contractor shall provide a sandy planting soil in each of the planter boxes, to a depth of 50 millimeters below the rim. The Contractor shall provide a diverse selection of plant species, including varieties of textures, blooms, bloom times, colors, shapes, and sizes, perennials, ornamental grasses and ground cover. The Contractor shall include some plants that will attract pollinators, such as butterflies. Native plant species are required. The raised planter boxes shall contain annual and perennial garden type plantings. If not provided in the RFP, The Contractor shall obtain a Base approved recommended plant list to assure selected plants are not listed in the Peterson's Field Guide to Venomous Animals and Poisonous Plants. The Contractor shall provide new solid sod as the flooring. An area identification sign shall be included as described in Paragraph 19.9.3. 19.9.2.7.5 Equipment Required: • Permanent marimba • Contractor shall provide one (1) marimba, 750 millimeters tall that includes 15-keys with two-octave range, tuned to C major diatonic scale. • The Contractor shall provide two (2) art stations with one (1) double sided art play panel. The panel shall include cub-holders and the surface shall be double sided, see-through, unbreakable, wipe-clean polycarbonate that shall be resistant to stain, rot, splintering, and chipping. 19.9.2.7.6 Area Design Requirements: The Contractor shall assemble, and install one (1) tonal instruments, a marimba. Mallets shall be safely affixed to each related musical instrument. Instrument keys shall be made from Ipe wood or similar wood which has good tone quality and can stay outside year round. The instruments shall be fixed in concrete footers. The Contractor shall procure, assemble, and install two (2) art stations with one (1) double sided art play panel. The Contractor shall provide new solid sod as the flooring for the Art/Music Area. An area identification sign shall be included as described in Paragraph 19.9.3. 19.3.2 Construction Upon receiving written approval from HQ USAF/A1SA of the design, the Contractor is responsible for furnishing and installing all fixed assets in the Accessible Playground to include all hardscapes and softscapes, berms, landscaping, fixed equipment, permanent play houses, solar shades, perimeter fencing and activity area buffers. The installer(s) shall be certified by the National Playground Contractors and Installers Association, certified by S.A.F.E. or have the Certified Playground Safety Inspection credentials. Subgrade preparation for the placement of loose matting shall be considered Construction. However, the loose matting shall be considered as equipment and procured by the User. Poured-in-place rubber safety surface or fall protection shall be considered part of construction. Construction of sand play areas shall include the furnishing of sand. 19.9.2.7 Art/Music Area - Bid Option No. 5 19.9.2.7.1 General Purpose: The Contractor shall provide an area designated for art and music. 19.9.2.7.2 Requirements: • The area shall be located near the drama and imaginative play activity area, unless noted otherwise. • The area shall be located near the facility to give access to a sound system, unless noted otherwise. 19.9.2.7.3 Equipment Exclusions: • Equipment not related to fostering art or musical experiences. 19.9.2.7.4 Surface Characteristics Required: • Area shall be primarily level. • Fluctuation in elevation shall not prohibit water from immediately draining away from site. 19.9.2.7.5 Equipment Required: • Permanent marimba • Contractor shall provide one (1) marimba, 750 millimeters tall that includes 15-keys with two-octave range, tuned to C major diatonic scale. • The Contractor shall provide two (2) art stations with one (1) double sided art play panel. The panel shall include cub-holders and the surface shall be double sided, see-through, unbreakable, wipe-clean polycarbonate that shall be resistant to stain, rot, splintering, and chipping. 19.9.3 Other Requirements within Accessible Playground a. Signs: The Contractor shall procure, assemble, and install nine (9) small wood-burned or natural wood signs naming each of the nature activity areas to be installed. Signs shall be visible and accessible from walkways and pathways and within reach for touch reading. Sign height shall meet accessibility standards for adults per the UFC 4-740-14 (Design: Child Development Centers, Aug 2002). Contractor shall submit examples of signs and nature activity area names to the Base for approval prior to procurement. Base may have other area names for these signs. Contractor shall install signs on natural cedar wood or rot resistant wood posts, and shall use a water based sealer on all wood elements. Signs shall be mounted at consistent heights through the playground and shall not have any protrusions. Signs shall meet the Architectural Compatibility Standard Ramstein Air Base, and UFC 3-120-01, Air Force Sign Standard. b. Trees: The Contractor shall procure and install one (1) new deciduous tree as shown on Sheet C-104. The installation shall include planting soil. The Contractor shall prepare planting soil with amendments including a 2:1 ratio mix of existing soil to compost with a total organic composition of 5-10 percent. c. Storage Shed: For Bid Option No. 2, if awarded, the Contractor shall procure, assemble, and install one (1) storage shed. The storage shed shall be 3 meters long by 3 meters wide, metal frame, with roof. The shed shall match the newly installed sheds located at the Ramstein CDC Building 832. The existing shed shall be demolished prior to the installation of the new shed. 19.10.1 Child Safety: The intent of providing an impact attenuating surface (IAS) system is to provide for child safety. The system shall meet or exceed the impact attenuating performance requirements of synthetic surfacing systems, installed in the use zones and fall zones. Synthetic surfacing shall be poured in place (PIP). The IAS system shall provide compliance with CPSC Pub No 325, ASTM F 1487 and ASTM F 1292. The protective surfacing shall have a minimum critical height value equal to the height of the highest designated play surface. Measuring fall heights for play events is defined in ASTM F 1487 and ASTM F 1292. Sand, gravel, and wood products shall not be used for this purpose. 19.10.2 Child Accessibility: The accessibility requirement in accordance with ASTM F 1487 includes the following: When the play event use zone consists of a protective surfacing rated as inaccessible, at least one accessible route shall be provided from the use zone perimeter to the play event. When the access and egress points are not the same for a play event, an accessible route shall be provided to both. The accessible route shall access all accessible play events and elements. The protective surfacing that meet accessibility are synthetic surfacing in accordance with ASTM E 1912. When the accessible surface is within the use zone for manufactured playground equipment, it shall meet the requirements of paragraph 19.8.1 (CHILD SAFETY) and wood materials shall not be used in that area. 19.11 MANUFACTURED PLAYGROUND EQUIPMENT 19.11.1 General Purpose There shall be an area where permanent manufactured play equipment exists, is reconditioned, or newly installed. Equipment shall provide a variety of gross motor and physical development skills including climbing, sliding, development of arm strength, balance, coordination as well as aerobic exercise. 19.11.2 Child Safety: The Contractor shall provide play events that meet the child safety performance requirements described in CPSC Pub No 325 and ASTM F 1487. The requirements include preventing the following: Head and neck entrapment; sharp points, edges, and protrusions; entanglement; crush, and shear points; and suspended hazards. The Contractor shall provide: access and egress points; play event use zone perimeter; and design criteria. This specification and Paragraph 19.10 establish the requirements for the impact resistant surface system. 19.11.3 Child Accessibility: The accessibility requirement in accordance with ASTM F 1487 shall include the following: When the play event use zone consists of a protective surfacing rated as inaccessible, provide at least one accessible route from the use zone perimeter to the play event. When there is more than one of the same play activity provided, only one shall meet accessibility requirements (i.e., one (1) swing seat or one (1) spring rocking play event). When the access and egress points are not the same for a play event, an accessible route shall be provided to both. The accessible route shall access all accessible play events and elements. The protective surfacing performance requirements shall be in accordance with Paragraph 19.10 (IMPACT ATTENUATING SURFACE). 19.11.4 Playground Areas Age Group: The age groups accommodated at the Accessible Playground shall be 6 to 12 months for Infants, 12 to 24 months for Pre-Toddlers, 2 to 3 years of age for Toddler, 3 to 5 years of age for Pre-School, and 5 to 12 years of age for School Age Program and Youth Center. 19.11.5 Equipment Identification: The manufacturer shall provide playground equipment with attached and durable labels stating the age-group that the equipment is designed to accommodate. Provide permanent WARNING labels and manufacturer's identification labels as per requirements under ASTM F 1487. 19.11.6 Submittals: The Contractor shall submit shop drawings, samples and products per Paragraph 19.11.3 and the items below: a. Manufacturer's descriptive data; catalog cuts; references; and the latest edition of ASTM F 1487 and CPSC Pub No 325. Manufacturer's specifications, handling and storage requirements, installation procedures, and safety data sheets to include the following: bare or painted metal platform and slide bed orientation from the direct sun; warnings; and child safety performance standards. b. Manufacturer Qualification - Provide the name of the owner or user; service or preventive maintenance provider; date of the installation; point of contact and telephone number; and physical address for ten (10) sites. c. Wood components obtained from managed forests. d. The Manufacturer shall provide spare parts. e. Materials - Assembled play event structural integrity tests; vertical load tests; and the maximum number of users that can be on the play event. f. Individual component and assembled unit structural integrity test; creep tolerance; deflection tolerance; and vertical load test results. The components and Life-cycle durability. g. Wood-finish chemical content and toxicity level. h. Materials - Prior to the delivery of materials, certificates of compliance attesting that materials meet the specified requirements. Certified copies of the material certificates shall include composition and tests to which the material has been subjected. i. Manufacturer Qualification - Certificate of Insurance AA rated for a minimum one million dollars. j. Installer Qualification - The installer's company name and physical address, and training and experience certification. k. Manufacturer's Representative - The individual's name, company name and address, and playground safety training certificate. j. Wood treatment chemical content, toxicity level, and life-cycle durability. l. Manufacturer's written approval - Contractor shall provide a written Child Safety and Accessibility Evaluation Report to certify the manufactured play equipment meets applicable ASTM and AF UFC. m. Contractor shall provide a Record of measurements and findings by the certified playground safety inspector who shall be provided by manufacturer, to verify in writing that that the installed play events and equipment meet manufacturer's recommendations and paragraph 19.10.1 (CHILD SAFETY) and 19.10.2 (CHILD ACCESSIBILITY). n. Operation and Maintenance Data - Contractor shall provide two (2) bound copies of the manufacturer's operation and maintenance manuals. 19.11.7 Quality Assurance: Manufacturer Qualification shall verify that play events and equipment similar to those furnished shall have been installed in a minimum 10 sites and been in successful service for a minimum five year calendar period. The manufacturer shall provide a Certificate of Insurance AA rated for a minimum one million dollars covering both product and general liability. 19.11.8 Installer Qualification: The installer shall be certified by the manufacturer for training and experience installing the play events and equipment. 19.11.9 Manufacturer's Representative: The manufacturer's CPSI shall supervise the installation and adjustment of the play events and equipment to verify the installation meets the requirements of the manufacturer, this specification, and paragraph 19.10.1 (CHILD SAFETY) and 19.10.2 (CHILD ACCESSIBILITY). When purchasing equipment include in the contract an agreement for the manufacturer to inspect the equipment after installation and confirm in writing that installation conforms to manufacturer's instructions and to CPSC and ASTM guidelines. For additional security, have a contractual agreement for a skilled, certified, independent playground safety consultant to inspect the entire playground after the installation is complete. Have experienced playground installers conduct or supervise playground installation. 19.11.10 Prohibited Equipment: Equipment that does not meet the AF developmental play program requirements and are prohibited on outdoor play areas include the following: chain balance beams; rotating equipment, such as merry-go-rounds, log rolls, whirls and may poles; fulcrum seesaws (teeter totters); spring rocking equipment intended for standing; animal figure swings; rope swings; multiple occupancy swings; swinging exercise and trapeze bars; swinging platforms; tire climbers; swinging dual exercise rings; roller slides; trampolines; swinging gates or doors; and new or used vehicle tires. Also play houses or enclosures made of horizontal posts or bars with space between them; wood components treated with creosote, pentachlorophenol, and tributyl tin oxide; and wood components coated with a finish containing pesticide. 19.11.11 Warranty: Contractor shall provide a written, minimum 10 year, factory warranty from date of acceptance of installation for all plastic and steel components against structural failure due to corrosion or natural deterioration or manufacturing defects. Include all protective coatings which may fade peal crack or delaminate from the steel posts and frame members. 19.11.12 Maintenance: Provide a manufacturer's operation and maintenance manual containing the Maintenance Instructions and describing the recommended preventive maintenance, inspection frequency and techniques, periodic adjustments, lubricants, and cleaning requirements. Procure play event and equipment spare parts provided by the manufacturer. 19.11.13 Materials: The Contractor shall procure, assemble, and install outdoor play equipment which shall be of the top quality and shall not be considered economy or standard grade equipment. The Contractor shall only provide materials and assembled equipment which are the standard products of a premium manufacturer regularly engaged in the manufacture of top quality play event products. a. Metal components shall have factory-drilled holes and be corrosion resistant. The components shall be free of excess weld and spatter. Components with extra holes not filled by hardware or covered by components shall be rejected. b. Steel components shall comply with ASTM A 135/A 135M, ASTM A 500/A 500M, or ASTM A 513. Minimum tensile strength shall be 310 N/m2. Minimum yield point shall be 230 N/m2. c. Extruded aluminum components shall be type 6061-T6, 6062-T6, or 6063-T6, and shall conform to ASTM B 221. Minimum tensile strength of extruded aluminum components shall be 270 N/m2, and the minimum yield shall be 250 N/m2. Cast aluminum alloy shall conform to ASTM B 179, ASTM B 26/B 26M, and ASTM B 108/B 108M. d. Chain shall be a minimum size 4/0 and shall be corrosion resistant zinc plated. Polyvinyl Chloride (PVC) coating shall be required. e. Hardware shall be corrosion resistant and consist of the following: Stainless steel type 304 min or galvanized steel in non-corrosive atmospheres, ASTM A 153/A 153M. When secured, the hardware shall require a tool to prevent unauthorized loosening and removal (vandal proof). Plastic and recycled plastic components shall be connected by stainless steel hardware. The hardware shall be countersunk. Recycled plastic molded as lumber or wood-polymer lumber shall be installed in accordance with the manufacturer's recommendations. f. Rails, loops, and hand bars shall consist of corrosion resistant aluminum, or powder-coated steel. PVC coating, if provided, shall be as specified. g. Anchors shall be in accordance with manufacturer's recommendations. h. Wood components shall be Marine premium grade and free of knots. Identify wood components obtained from managed forests. Wood components shall have factory-drilled holes. Components with extra holes not filled by hardware or covered by other components will be rejected. Treat wood components that are not naturally rot and insect resistant to resist rot and insect attack, by using standard treatment procedures. Any wood placed up to a maximum 150 millimeters above, or any portion below the top elevation of the protective surfacing, shall be treated after fabrication. Creosote, pentachlorophenol, and tributyl tin oxide are prohibited according to ASTM F 1487. j. Provide plywood that is a minimum 20 millimeter thick Marine premium grade, and adhered with waterproof glue that will not separate under conditions of prolonged freezing temperatures, extreme heat, or excessive moisture. Face layers shall be smooth, fine and tightly grained, free of knots, patches, or surface irregularities. Exposed surface shall consist of a material with high paint adhesion and retention characteristics. Edges shall be sanded smooth and eased to a minimum 3 millimeter radius. Fill voids at edges with epoxy prior to sanding. k. Plastic panels shall be molded of ultraviolet (UV) and color stabilized polyethylene or nylon with a minimum 5 millimeter thickness, ASTM F 1487. Edges shall be a minimum 5 millimeter radius. Window - Plastic windows shall be flat or molded into a bubble shape, consisting of clear polycarbonate plastic a minimum 5 millimeter thick before forming in accordance with ASTM D 1248. Material shall be shatterproof and resistant to crazing, cracking, or fogging. l. Recycled plastic shall contain a minimum 85 percent of recycled post-consumer product conforming to EPA requirements in accordance with Paragraph 6. Construct or manufacture recycled material with a maximum 6 millimeter deflection or creep in any member, ASTM D 648 and ASTM D 6112. m. Mold components of UV and color stabilized polyethylene consisting of a minimum 75 percent plastic profile of high-density polyethylene, low-density polyethylene, and polypropylene raw material. The material shall be non-toxic, have no discernible contaminates such as paper, foil, or wood, and contain a maximum 3 percent air voids. The material shall be free of splinters, chips, peels, buckling, and cracks and be resistant to deformation from solar heat gain. Material shall have factory-drilled holes. Components with extra holes not filled by hardware or covered by other components will be rejected. The material shall not be painted. n. Panels shall be a minimum 150 millimeter thick; exposed edges shall be smoothed, rounded, and free of burrs and points; and the material shall be shatterproof and resistant to fading, cracking, or fogging. o. Recycled plastic materials shall not be used as load bearing structural members. p. For deck or platform construction, the span of the structural support members shall be a maximum 300 millimeters on center and recycled plastic decking shall connect to a minimum three (3) joists. Material used for decking shall have a non-slip texture surface. The assembly shall deflect a maximum 1/360 of the span of the frame when exposed to a uniform live load of 585 N/m, ASTM D 648. The product shall meet the structural integrity test requirements, ASTM F 1487 and ASTM D 6112. q. Coatings 1. Galvanized Metal components shall be hot-dipped in zinc after fabrication according to ASTM A 123/A 123M. Remove tailings and sharp protrusions formed as a result of the hot-dip process; edges shall be burnished. 2. Polyester Powder Powder-coated surfaces shall receive electrostatic zinc coating prior to painting. Powder coating shall be electrostatically applied and shall be oven cured. Polyester powder shall be in accordance with the following: ASTM D 3359 for adhesion; ASTM D 1735 for flexibility; ASTM D 3363 for hardness; ASTM D 2794 for impact; ASTM D 2454 for overbake resistance; ASTM B 117 for salt spray resistance; and ASTM D 822 for weatherability. 3. Polyvinyl Chloride (PVC) Prime PVC coating with a clear acrylic thermosetting solution. The primed parts shall be preheated prior to dipping. The liquid polyvinyl chloride shall be UV stabilized and mold-resistant. The coated parts shall be cured. The coating shall be a minimum 2 millimeter thick within a plus or minus 5 millimeter tolerance. The coating shall have 85 durometer hardness, ASTM D 3363. The finish shall be slip-resistant. r. Exposed wood surfaces shall have factory applied prime coat with a minimum two (2) spray coats of two-component polyurethane. s. Factory applied paint shall use a minimum of two (2) coats of two-part epoxy coating over prime coating. Paint shall be weather resistant, and not be subject to cracking, peeling and/or fading. Colors shall be approved by the Base for the full range of standard and custom colors available at no additional cost. 19.11.14 Play Equipment Configuration: Contractor shall submit a playground equipment configuration plan which shall describe platform height, fall height, and maximum equipment height, use zones, individual play components, access platforms, transfer points, ramps, stairs, access climbers, horizontal and vertical components, decks, roofs and all associated play event components. The Contractor shall also provide drawings defining the play event area configuration with equipment layout and the use zone perimeter; designated play surface spot elevations; maximum equipment height spot elevations and fall zones; platform spot elevations; protective barriers; guardrails; platforms and slide bed orientation; and play events in relationship to the general playground equipment layout. 19.11.15 Composite Play Equipment (Ages 2-3): - NOT USED 19.11.16 Composite Play Equipment (Ages 3-5): - NOT USED 19.11.17 Composite Play Equipment (Ages 5-12): The Contractor shall assemble and install a composite type outdoor play system which consists of a natural type themed system. This may include plastic panels to appear wood-like, and other features which will blend well in the natural setting for the Accessible Playground. The composite play equipment shall include the following components: stair climber with transfer point, flexible step climber, sliding pole, horizontal ladder, multiple platforms with top platform to have turning space as per ABA Standards at slide, single slide from top platform to impact resistant surface, at max height of 1.5 meters, faux tree climber, four step pods with varying heights, and a slatted roof structure and associated 120 millimeter diameter powder coated metal posts, HDPE molded wood appearance components with color stabilized materials and UV protected on all associated panels, barrier panels, hand rails on each side of the access steps, toe kick panels on platforms and stairs. The composite play equipment shall be accessible using special features to allow such access at the stairs. The composite play equipment shall be complete with vandal proof stainless steel hardware and the complete assembly shall be "premium" and not economy or standard level equipment. The assembly shall meet applicable standards for hot climate and salt spray to establish the level of quality required for the finish and all components. The top elevation of play event footings shall be installed at the sub base of the impact attenuating surface. Concrete for post support shall be as per the manufacturer's recommendations. A chain or rope ladder; climber; net climber; and similar components shall be installed in the vertical position. Angled or arch positions for climbers shall not be used. The composite play equipment use zone perimeter shall be composed of the use zone perimeters of the play events that, when joined together, comprise the composite play equipment. The Contractor shall provide impact attenuating surface for this composite play equipment. The surface shall cover the entire use zone and the quantity shall be verified and adjusted based on the actual equipment configuration, fall zone and use zone. 19.11.18 Single-Axis (To-Fro) Swing - Single Bay: - NOT USED 19.11.19 Single-Axis (To-Fro) Swing - Double Bay: - NOT USED 19.11.20 Protective Barrier and Guardrail: Provide protective barriers and guardrails in accordance with requirements of the manufacturer, this specification, paragraphs 19.10.1 (CHILD SAFETY) and 19.10.2 (CHILD ACCESSIBILITY), and the applicable sections in ASTM F 1487. The protective barrier for pre-school age groups shall be provided on elevated surfaces a minimum 750 millimeters above the protective surfacing. The protective barrier for school-age and pre-teen age groups shall be provided on elevated surfaces a minimum 1.2 meters above the protective surfacing. The protective barrier shall completely surround the elevated surface except for the access or egress route. 19.11.21 Spring Rocking Equipment: - NOT USED 19.11.22 Roofs: Roofs shall contain no designated play surface. 19.11.23 Plastic Slide: The slide shall be molded of UV stabilized polyethylene or nylon with minimum of 5 millimeter wall thickness. The edge shall be a minimum 5 millimeter radius, ASTM D 1248, Type II, Class A, Grade G4. There shall be no slide in excess of 360 degree exit from entry point. The required exit region clear area shall be provided in accordance with ASTM F 1487. 19.11.24 Balance Beam: - NOT USED 19.11.25 Miscellaneous Play Equipment Notes: a. The Contractor shall assure the metal platforms and slide beds shall be oriented away from the direct sun; or shaded to reduce contact burn risk. Play events that require orientation to adjacent play events or to meet visibility requirements shall be properly oriented. b. The Contractor shall assemble, and install all equipment, posts, attachments, foundations, equipment panels, rails, barriers, complete in strict accordance to the manufacturer's recommendations and as to meet the requirements of paragraphs 19.10.1 (CHILD SAFETY) and 19.10.2 (CHILD ACCESSIBILITY). This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. Use of Foreign Currency Offerors may be presented with the choice of submitting offers in United States dollars or in a currency other than United States dollars.
