- This project is for the installation of a new Precision Approach Path Indicator (PAPI) serving Runway 04R at O'Hare International Airport, Chicago, Illinois. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The contractor shall coordinate the exact sequence of work with the airport authority through the Contracting Officer s Representative (COR) prior to construction. The contractor shall provide updated construction schedules at the preconstruction conference and upon request. The contractor shall hold a tailgate safety meeting prior to commencement of work each day to discuss possible safety hazards and mitigation. The work includes but is not limited to: 1. Contract services of a registered land surveyor (RLS) to properly layout the PAPI lamp housings and provide horizontal and vertical control. Delineate the RSA, OFA, and critical areas. 2. Coordinate with local FAA SSC personnel, airport maintenance personnel, and commercial cable locators to locate and mark underground utilities prior to digging. Complete the O Hare Dig Book. 3. Remove topsoil in area to receive crushed rock and excavate for foundations. 4. Construct reinforced concrete foundations (screw anchors not allowed). 5. Construct perimeter grounding loop around Lamp Housing Assembly (LHA) foundations. 6. Install PAPI LHA s and EMT supports on concrete foundations. 7. Construct concrete-encased PVC 2-way duct bank from the PAPI power and control equipment in the runway 04R Glide Slope shelter to the handhole and from the handhole to the light bases in PAPI LHA s foundations. When excavating within 5 feet of existing cables or other existing utility lines, the contractor must perform the excavation by hand or by hydro excavating. Any cable or other existing utility line that is damaged during the performance of this contract will be repaired immediately by the contractor, under the owner's direction, and at the contractor's expense. FAA cables damaged will require replacement between existing demarcation points. 8. Install power and control cables from PAPI power and control equipment to PAPI LHA s in duct bank and make connections to equipment at both ends. All power and control cables shall be tested for continuity and insulation integrity per specifications after installation in the presence of the Resident Engineer and SSC technician. 9. Install power cables in EMT from PAPI power and control box in the runway 04R Glide Slope shelter to existing runway 04R glide slope shelter power panel as per drawings. Install a 30A double-pole breaker in panel board positions 22 and 24. Coordinate with ORD SSC for facility shut downs before installing. 10. Install a 12 x 12 x 6 inch, NEMA 1, copper control cable junction box on the northwest interior wall. Install a #4 AWG green insulated ground wire from Earth Electrode System (EES) to the copper control cable junction box in PVC conduit. The control cable to be terminated by FAA installation personnel. 11. Construct crushed rock plots around PAPI power and control equipment rack and PAPI Lamp Housing Assemblies (LHA) s. 12. Aim PAPI Lamp Housing Assemblies (LHA) s. 13. Verify PAPI will operate normally on local control. Test photocell. (Remote control will be established by FAA installation technicians.) 14. Install labels on electrical equipment and junction boxes per specifications. 15. Implement and maintain a quality control plan to ensure contract compliance. 16. Restore any asphalt pavement damaged by construction equipment and grade and hydro-seed turf areas disturbed by construction activity performed under this contract. 17. Participate in Contractor s Acceptance Inspection with COR and ORD FAA SSC representative(s). Address punch list items generated at the inspection (if any). Contract performance time is 20 calendar days, with an anticipated start date of September 3, 2013. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
