- Market Survey N101-13-0001 Linehandling Services in Pacific Northwest THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. This is a market survey for acquisition planning purposes only. No formal solicitation exists at this time. The purpose of this market survey is to gain information from potential offerors. 1. MSC is soliciting input, with particular emphasis on small business concerns, to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work. 2. MSC is interested in potential offerors' questions or comments related to the services in the below DRAFT Performance Work Statement. 3. MSC is interested in industry input on possible cost or pricing arrangements for providing the services of the PWS (cost-plus fixed fee, cost-plus award fee, firm fixed price, etc.) and also any concerns with issuing multiple Indefinite Delivery-Indefinite Quantity contracts. 4. MSC is interested in the availability of commercial services to provide the PWS requirements. In addition to the information requested above, interested contractors must submit a brief but complete capability statement that demonstrates the capability to perform the type of services described in this market survey for an evaluation no later than 1000 hrs, local time, Washington DC on 15 July 2013.
