- Draft SOW The U.S. Department of Homeland Security(DHS), Science and Technology Acquisitions Division (STAD), intends to issue a sole source contract to the Integrated Justice Information Sharing Institute (IJIS) in accordance with Federal Acquisition (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." IJIS will govern, develop, test, certify and transition to operational use incident management information sharing (IMIS) standards. These standards will support the development and national evolution of the Virtual USA Program. A draft Statement of Work is included with this notice. Through this effort, DHS/Science and Technology/First Responders Group seeks to develop company-neutral standards that will be widely adopted and advance the Virtual USA program. Interested sources shall submit responses that include demonstrated capabilities in the following areas: (1) Ability to develop company-neutral, voluntary standards; (2) Demonstrated track record of developing company-neutral, voluntary standards across the homeland security mission domains; (3) Sufficient reach, reputation, and skill to actively and cooperatively engage industry, government, other standards development organizations (SDOs), academia, practitioners, and other stakeholders, including leveraging the technical skill and resources of these communities to support cooperative standards development, testing, documentation and transition to operational use on a national and international basis; (4) Deep technical knowledge of existing standards that impact the homeland security domain, including underlying foundational standards for identity, credentialing and access management (ICAM), the National Information Exchange Model (NIEM), Geography Markup Language (GML), Emergency Data Exchange Language (EDXL), and other relevant standards; and (5) An existing process, well documented and demonstrated to be successful, for engaging industry, government other SDOs, academia, practitioners, and other stakeholders to: (a) Develop and evaluate standards through a consensus management process with industry and other stakeholders; (b) Test standards in an "applied" implementation testing environment; (c) Generate engineering reports, reference implementations and other best practice assets; (d) Provide "Certification" of products and implementation through a compliant conformance management process; and (e) Provide stewardship of standards and process work products through standards governance processes. Responses may be submitted until 5PM EST on July 19, 2013 to the Contracting Officer, Linda Santiago, linda.santiagocaiced@hq.dhs.gov. Telephone calls will not be accepted. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotations.
