Description
The Food and Drug Administration (FDA) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with the University of Georgia Research Foundation, Incorporated, of Athens, Georgia, for the acquisition of Cyclospora cayetanensis oocysts for the scientists at FDA. Cyclospora cayetanensis is a food borne parasite that cannot be propagated in the laboratory (in vivo or in vitro). Thus, any work associated with this parasite entails acquiring fecal samples of naturally infected individuals. Sole source determination is based on the need for continued effort and collaboration between FDA laboratories and University of Georgia/Dr. Ynes Ortega. Cyclospora cayetanensis oocysts are difficult to obtain, and processing them from human stool requires a high degree of skill and experience. Cyclospora cayetanensis is pathogen listed in a high priority Import Produce Assignment (DFPG# 13-15). In order to ensure that the method used to detect this parasite in produce is efficient and trustworthy, a supply of Cyclospora cayetanensis oocysts is necessary. Also, oocysts are required for other important research including identification of oocyst wall surface components and their adhesion to plants, genetic markers to be used to determine the geographic source of contaminating oocysts and future efforts to sequence the genome as well as research into virulence factors. Dr. Ynes Ortega with the University of Georgia Research Foundation is the only known source capable of providing the required services. The North American Industry Classification System (NAICS) code for this acquisition is 541712, and the size standard is 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposed of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 22, 2013 will be considered by the Government.
