- This is a sole source requirement. Size standard is 621399. NUWC Division Newport intends to purchase 2,080 hour RN services for a period of performance of 4 August 2013 “ 3 August 2014 at the Naval Station Newport; Newport, RI. The Naval Undersea Warfare Center Division Newport RI (NUWCDIVNPT) has the responsibility of providing Occupational Health (OH) services to manage mandated medical surveillance, hearing conservation and ergonomic and other health related programs. This requirement was set forth via Executive Order (EO) 12196. The requirements of these services are specified in OPNAVINST 5100.23.G and the Bureau of Medicine (BUMED) Instructions. The OH nursing services are currently being performed by Deborah Jones under contract N66604-08-C-2737. The nursing services provided by NUWCDIVNPT ™s OH nurse are very specific to the military and the base. The incoming nurse needs to be proficient in all the technical processes such as: knowledge of the thirteen (13) different physicals required and specific laboratory paperwork needed to conduct the physicals, knowledge of BUMED instructions, knowledge of OPNAVINST 5100.23G, familiarity of BUMED medical computer database programs, knowledge on BUMED computer upgrades to the Developer seat, and a knowledge of using the specialized BUMED systems designed for NUWCDIVNPT. There is a steep learning curve associated with this position and any RN assuming this role would require a minimum of four (4) months to get up to speed and to get the required BUMED access and BUMED user training. The existing contract expires in 7 weeks and it would not be possible to get anyone new up to speed in this short amount of time. The current contractor is the only OH RN that has a Developers Seat, is fluent in using the specialized BUMED systems designed for NUWCDIVNPT, holds all three certifications and is knowledgeable of the thirteen (13) different physical requirements. Therefore, the Government intends to award a stand-alone SAP to Deborah Jones the current contractor to keep NUWCDIVNPT in compliance until the hiring freeze is lifted and the Government OH RN is selected.
