Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is NHLBI-CSB-(HG)-2013-202-DLM and the solicitation is being posted as a request for proposal (RFP). Offerors shall submit their proposals no later than 7:30 a.m. Eastern Standard Time (EST) on July 10, 2013. (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68, June 26, 2013. (iv) This requirement is set-aside for small business. The associated North American Industry Classification System (NAICS) code for this is 541611, Administrative Management and General Management Consulting Services and small business size standard is $14.0M. (vi) A. Background : The National Human Genome Research Institute (NHGRI) is organizing an Inter- Society Coordinating Committee for Practitioner Education in Genomics (ISCC), to enhance interactions and efforts among professional societies working to increase the understanding and expertise of practitioners in applying genomic results to clinical care. The ISCC's charge is to improve genomic literacy of physicians and other practitioners and enhance the practice of genomic medicine (that is, using an individual patient's genomic results in their clinical care) through sharing of educational approaches and joint identification of educational needs. Overarching goals of the ISCC include to : 1. Gather and facilitate dissemination of best practices and resources in genomic education and clinical care. 2. Identify advances in genomic science that will require new educational initiatives. 3. Identify needs of societies and clinicians in filling gaps in evidence and knowledge and providing effective educational efforts. 4. Identify foundational educational needs common across professions and specialties. 5. Seek the optimal educational balance between competencies and basic knowledge. 6. Design short-, medium-, and long-term work plans with initial focus on producing tangible outcomes within the first year. 7. Assist societies in jointly and separately publishing papers of common interest. The ISCC is anticipated to comprise one "lead" representative (and others as desired)from participating professional societies and interested NIH Institutes and Centers, appointed to variable terms. At present there are 10 professional societies (such as the Accreditation Council for Continuing Medical Education and the American College of Physicians) and many others are interested in joining. The group is co-chaired by a professional society representative and an NIH person and is anticipated to meet in person at roughly 6-month intervals, with conference calls at roughly monthly intervals between meetings. B. OBJECTIVE : The Contractor shall provide strategic planning services to support the launch of the ISSC for a roughly three-month period. The primary objective is to design a strategy for launching and supporting the ISCC that maximize its impact and efficiency and minimize administrative burden on NHGRI staff. Depending on the outcome of the initial work, NHGRI may proceed to seek strategic services to support the ISCC's implementation and ongoing operations. SERVICES TO BE PERFORMED : • The contractor shall design a cost-effective implementation strategy currently anticipated as involving the following steps: Period of Performance : ***Work will be performed for a period no longer than 3 months from the date of award. Initiation (2 weeks): a. Review existing meeting materials/planning documents; b. Develop list of issues to research; c. Develop survey and interview guide; and d. Identify stakeholders to contact. Data gathering (6 weeks): a. Conduct and analyze online survey and telephone interviews with key stakeholders. b. Compare with similar initiatives to address specific issues and identify best practices. Synthesis: a. Synthesize inputs from initiation and data gathering; b. Develop options, evaluation criteria and recommendations; c. Prepare and present implementation proposal; and d. Refine based on feedback from planning team and/or broader stakeholder group. Implementation planning: a. Specify mission, activities, timeline for implementation, leadership/governance structure, resource requirements. b. Identify potential funding sources and possible interest. Place of Contract Performance : The place of performance for discussion of progress and deliverables is in NHGRI offices such as 5635 Fishers Lane in Rockville. This work may also be performed remotely at the discretion of the NHGRI Project Officer. (vii) DELIVERABLES: 1. Initiation phase : Fifteen (15) days after the initiation of this Purchase Order, the Contractor shall provide a list of issues to research, draft survey and interview guide, and list of stakeholders to contact. 2. Data gathering phase : Thirty (30) days after the initiation of this Purchase Order, the Contractor shall provide a status report on progress of survey and telephone interviews. 3. Synthesis phase : Sixty (60) days after the initiation of this Purchase Order, the Contractor shall provide a summary of inputs from the first two phases; options, evaluation criteria and recommendations; and draft implementation proposal. 4. Implementation planning phase : Seventy-five (75) days after the initiation of this Purchase Order, the Contractor shall provide a description of the proposed mission, activities, timeline, structure, resource requirements, and potential funding sources. 5. Ten (10) days before the expiration date of this Purchase Order, the Contractor shall provide a Final Report/Reference Manual, including documentation/evidence of any and/or all work products related to the above requirements in Word format. CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED • The Contractor must have at least ten years of experience in strategic planning in the life sciences and health care sectors, including Clients include working with multi- stakeholder collaboratives, public/private partnerships, medical societies, and philanthropic foundations. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED: • Aside from meeting space at 5635 Fishers Lane, the contractor will be expected to provide workspace, computer, telephone and other electronic equipment. SECURITY CLEARANCE : WORK UNDER THIS PURCHASE ORDER IS UNCLASSIFIED. • The Contractor shall comply with all applicable Homeland Security regulations and procedures during the performance of this Purchase Order. The Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and Government personnel work products that are obtained or generated in the performance of this Purchase Order. If necessary, the Contractor will be required to provide clearance for personnel requiring access to government computers and workstations. REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT OR MATERIALS: • Travel or other reimbursable expenses are not required. viii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html (ix) FAR clause 52.212-2, Evaluation - Commercial Items, applied to this acquisition. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS (100 FACTOR POINTS): 1. Expertise in health policy, healthcare business strategy, health professional education, quality measurement, and health information technology. (30 points) 2. Experience developing sustainable, collaborative efforts with non-profit and multi-stakeholder organizations and securing continued funding from appropriate stakeholders. (30 points) 3. Experience researching and planning large, inter-disciplinary, coordinated health partnerships involving federal agencies, professional organizations, specialty societies, and multi-stakeholder organizations. (20 points) 4. Experience tailoring organizational plans and implementation strategies to perspectives of key stakeholders, such as patients and their advocates, academic investigators, practicing clinicians, government agencies and relevant healthcare industries. (20 points) Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). x. In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. xi.
