- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-13-037 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-66. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who is capable of providing the MACSQuant Analyzer digital benchtop flow cytometer and all the components below: P/N: 130-092-197 - MACSQuant Analyzer, digital benchtop flow cytometer with three lasers, 9 optical channels, and software to facilitate rapid and simple cellular analysis, for both phenotypic analysis with fluorescent antibodies and functional analysis of fluorescently labeled cells. This includes the analyzer; sample tube holder; calibration beads; buffer starting box; user manual and instructions; touchscreen monitor, internal DVD writer, USB-2 and Ethernet ports; and software P/N: 130-092-535 - MACS minisampler P/N: 130-092-951 - MACS chill 5 rack P/N: 130-094-459 - MACS cooling rack - chill 96 Training and one time maintenance The lab on cellular differentiation conducts research to understand the biology and pathogenesis of type I glycogen storage disease (GSD-1), characterized by phenotypic glucose-6-phosphatase deficiency and severe congenital neutropenia syndrome 4, caused by deficiency of G6PC3. GSD-I patients have been reported to develop hepatocellular adenoma (HCA) and carcinoma (HCC) of which underlying mechanism is unknown. Recently the lab found that liver oval-like stem cells are involved in formation of HCA and HCC. The oval-like stem cells are so rare in liver and a new versatile flow cytometer equipped with at least three lasers is required to accurately identify and isolate liver-originated stem cells. In addition, both GSD-Ib and G6PC3 manifest neutropenia and neutrophil dysfunction. Previously research reported that hematopoietic stem and progenitors are abnormally increased in mouse models. Alternation of hematopoietic stem and progenitors most likely results in neutropenia and long-term symptom, leukemia manifested in both patients. This study will be performed to unveil the mechanism underlying HCA and HCC. The MACSQuant is specifically developed for rare cell study and is necessary to delineate the underlying mechanism of neutropenia and leukemia. Unique specifications of the MACSQuant Analyzer include: Compact, digital benchtop flow cytometer with fully automated functions for hands-free operation (600 x 350 x 400 mm) Three air-cooled lasers; violet (405nm), blue (488nm), and red (635nm) Multi-parameter cell analysis including SSC, FSC and 7 fluorescent channels that can be measured in a 5 decade logarithmic scale Automated start-up, shutdown, and cleaning programs Automated set-up and calibration process Automated 7x7 matrix compensation (during and post acquisition) Automated processing and analysis of samples Absolute cell counting (volumetric, CV < 5%) Robotic uptake port (y- and z- movements) for automated sample processing with an automated washing station Analysis rate up to 10,000 events/second Minimal sample volume is 25 µl Three flow rates (25, 50, and 100 µl/min) Cooling sample racks with barcodes utilized with the minisampler high-flexibility of any types (microcentrifuge, 5ml tubes, 15ml tubes, 50ml tubes, and 96-well microtiter plates) Internal two-dimensional bar code reader MACS cell enrichment unit: enrichment of rare cell subsets prior to cellular analysis The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will select the best overall offer based on price and ability to meet the specifications identified in the requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be required to provide a hard copy of their price break-down. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable.
