Description
The U.S. Army Corps of Engineers, New England District is issuing a Pre-Solicitation Notice for a construction contract for Child Development Center (CDC) HVAC and Insulation Upgrades at Cold Regions Research and Engineering Laboratory (CRREL), Hanover, NH. The work consists of: Improvements to the Child Development Center on the CRREL facility. The improvements are intended to provide increased thermal comfort to the building occupants. Specific work includes replacement of the Air Handling Unit (AHU) and condensing units, replacing the Variable Air Volume (VAV) terminal units, ductwork modifications, and electrical upgrades. Duct and VAV insulation: The contractor shall insulate all duct work (supply and return) and VAVs in the attic space and mechanical room with a foil faced fiberglass batt insulation to a value of R-11. Attic Insulation: The contractor shall conduct air sealing in the attic space of the CDC of all penetrations to the conditioned space below including around the perimeter rim. The contractor shall also remove and dispose all existing fiberglass insulation and add vapor barrier, air baffles in each soffit bay and blocking, and blown in open cell cellulose to achieve a thermal resistance value of R-49. CDC Attic Ventilation: The contractor shall provide all material and labor to install two solar powered attic ventilation fans to include all roof modifications, flashing, and shingle replacement. The period of performance will be 120 days from notice to proceed. The estimated magnitude of this project is between $100,000 and $250,000. The request for quotations will be available on or about 01 August 2013 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). In order to view the request for quotations, prospective contractors are required to self register their firm with Federal Business Opportunities (Go to http://www.fbo.gov and quote mark register now quote mark under Vendor/Citizens). Amendments, if any, will be available at this Internet site. Registrants are responsible for the accuracy of the information on the registration list. This procurement is set-aside for small business vendors. The applicable NAICS code is 238220 with a Small Business Size Standard of $14,000,000. All responsible sources may submit a quotation which will be considered by the New England District.
