Description

This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this Sources Sought Notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Contractor shall provide Bread and Bakery Products to include delivery for the VA Gulf Coast Veterans Healthcare System (VAGCVHCS) Nutrition and Food Service, Biloxi, MS, and the VAMC Jackson MS locations only. Services are to include all labor, materials, equipment, and supervision necessary to produce and deliver bread and bakery products. This notice is to obtain possible sources that have the capacity and capabilities to include necessary equipment, personnel, licenses, insurance and qualifications to furnish and deliver Bread and Bakery Products to these two facilities. The following information is provided as an estimate only and the number of loaves/packages is the combined total for both facilities. Bread Products are delivered four times per week at the VAMC in Biloxi MS and five times per week at the VAMC in Jackson MS. Bread Products include: Bread (Fresh, Enriched, Pan Baked, White) Round top, sliced - Approximately 6,600 loaves per month, Sandwich, sliced - Approximately 1,250 loaves per month, Thick sliced, Texas Toast - Approximately 1,700 loaves per month Whole Wheat Bread (Round top or sandwich, sliced) - 8,800 loaves per month French, hearth baked, unsliced - 15 loaves per month Cupcakes, Fresh, with or without filling, with or without icing, baked, individually wrapped- 5 packages per month Rolls (Fresh, Enriched, Soft Pan Bakes White) Finger (Hot Dog), sliced - 762 packages per month Sandwich (Hamburger), sliced - 1775 packages per month Rolls (Brown and Serve, White, Enriched, Soft, Dinner Rolls - 6200 packages per month Offer or's response to this Notice shall be limited to 5 pages and shall include the following information: "Offeror's company name, DUNS, full address, point of contact, title, phone number, and email address. "Offeror's interest in bidding on the solicitation when it is issued on www.fbo.gov. "Offeror's capability to meet this requirement including any current contracts (Civilian or Government) including producing and delivering of Bread and Bakery Products to one or more facilities. Responses must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. "Offeror's size of business (small or large) and socioeconomic status (whether Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc.). If stating SDVOSB or VOSB status, your company must be verified with the seal/icon or show pending verification in VetBiz Registry (https://www.vip.vetbiz.gov//) to be considered as a SDVOSB or VOSB source. The NAICS code 311812, Commercial Bakeries, applies and the Size Standard is 500 employees. Responses must be received no later than 3 pm CST, July 16, 2013. Responses may be emailed to cathy.gill@va.gov cathy.gill@va.gov using Sources Sought Number "VA256-13-R-1233" in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an "interested party" in www.fbo.gov doesn't constitute your company as a source. Offerors must provide the above requested information. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this Sources Sought Notice are not and will not be considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought Notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts.
