Description
SOL-306-13-000074-RAMP-UPs The United States Government represented by the U.S Agency for International Development (USAID) in Kabul, Afghanistan, requests proposals to provide and perform Financial Audit services in accordance with U.S. Government Auditing Standards issued by the U.S Government Accountability Office (July 2007 revision) and the USAID Office of Inspector General Guidelines for Financial Audits Contracted by Foreign Recipients (Guidelines) dated February 2009 of the Incurred Costs in Afghanistan by the Contractor necessary to accomplish the work described in Section C of the solicitation. This is a combined Synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written separate solicitation will no be issued. In General the Prime Contractor shall be responsible for conducting Financial Audit services, including, but not limited to conducting an Entrance Meeting, Draft Report Meeting, and Exit Meeting. It is anticipated that a Firm Fixed Price Contract shall be awarded as a result of the solicitation. Preference for contract award will be given to the Prime Contractor that team-up with a Local Afghan firm in a teaming arrangement that involves 15 percent or more of the overall audit work. An Afghan Audit Firm is categorized as a company registered with Afghanistan's Afghanistan Investment Support Agency (AISA) office as wholly owned by one or more Afghan national(s).
