Description
Benefits and Other Relevant Analyses and Methods Development for Evaluation of Air Pollution Control Policies. THIS IS A SOURCES SOUGHT SYNOPSIS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA) is performing a "market search" for SMALL BUSINESSES in preparation for a future procurement entitled ?Benefits and Other Relevant Analyses and Methods Development for Evaluation of Air Pollution Control Policies? This effort will be performed within the context of the Clean Air Act (CAA) and related environmental statutes; the Paperwork Reduction Act (PRA); the Unfunded Mandates and Regulatory Reform Act (UMRA); the Regulatory Flexibility Act (RFA) as amended by the Small Business Regulatory Enforcement Fairness Act (SBREFA), including the Congressional Review Authority and its amendments to the Regulatory Flexibility Act; relevant Executive Orders (EOs); and international agreements and protocols. In terms of the CAA, the effort includes the development of methods and analyses in support of regulatory and policy development, or proposed congressional legislation. These may include National Ambient Air Quality Standards, New Source Performance Standards, standards for air toxics, National Emissions Standards for Hazardous Air Pollutants, Volatile Organic Compound rules, New Source Review, Regional Haze, Federal Operating Permit and Implementation Plan Rules, components of reports to Congress, and other regulatory standards to control air pollution (i.e., mobile source programs, regional body policy actions, and cross-media programs). To be considered a potential source, a firm must demonstrate its ability to provide the necessary personnel and services to support the effort delineated by the draft Statement of Work (SOW). Specific areas of the SOW to be addressed in the capability statements are listed in the statement of work and include: 1)Review Data Inputs and Technical Support Documents 2)Develop Methods and Databases for Benefits and Risk Analyses 3)Conduct Benefits Analyses 4) Conduct and Support Risk Analyses 5)Prepare Profiles of Affected Entities 6)Develop Analysis Methods and Conduct Economic Analyses 7)Develop Control Strategies and Conduct Emissions Inventory, Air Quality, and Control Cost Analyses 8)Conduct Surveys and Focus Group Sessions 9)Review and Revise Resource Manual 10)Revise Analyses and Related Documentation 11) Prepare Docket Materials and Reference Documents (12)Technical and Administrative Support for Workshops, Seminars, Meetings, Public Hearings, and Peer Review Panels 13) Support for Responses to Public Comments 14)Conduct Training on Models or Methods and Provide Support for Modeling and Software Development The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. See the attached draft SOW. It is anticipated that the contract will be a cost plus fixed fee, level-of-effort, term contract. The estimated period of performance is a 12 month base period and four 12 month option periods. The estimated level of effort for the each period is 6,500 hours. In addition increased quantity options will be available in each period up to a total of 10,000 per period. The total level of effort hours for the entire contract period (including options, and optional quantities) is 82,500 hours. The applicable NAICS code is 541620 with a size standard of $14 million. Any interested Small Business should submit information which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The capability statement should also include: small business size status certification for the above referenced NAICS code, whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email address, and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements should address their ability to meet this requirement. Responses to the above should be submitted to Natalia Fisher-Jackson at fisher-jackson.natalia@epa.gov no later than noon July 11, 2013. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
