THIS IS A SOURCES SOUGHT NOTICE INTENDED FOR MARKET RESEARCH PURPOSES ONLY. There is no solicitation available at this time. No contract will be awarded from this announcement. The purpose of this Sources Sought Notice is to determine the availability and capability of the commercial market for Ultraviolet (UV) Environmental Disinfection System. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotations, or an indication the Government will contract for the items contained herein. This notice is NOT to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Please indicate which North American Industry Classification System (NAICS) Code is most appropriate for this manufactured equipment is it a) 335120 with a size standard of 500-employees or b) 333413 with a size standard of 500-employees. The Veterans Integrated Service Network-23 (VISN-23) is conducting market research to identify potential qualified sources to provide Ultraviolet (UV) Environmental Disinfection System (purchase and lease options), on-site training, service agreements, warranty, and telephone support. This system will be used to disinfect areas within the Health Care System to prevent the spread of multidrug resistant organisms. If interested please submit your response(s) to the following market research questions concerning your Ultraviolet (UV) Environmental Disinfection System by the date and time listed below: a.Does your equipment/system have a rapid cycle time? b.What is the means treatment time for an average patient room and surgical suite? c.Does your equipment/system deliver specific germicidal UV-C dosages that are measured and recorded using remote UV-C challenge device sensors? d.Does your system have the capability to capture real-time definitive data such as treatment time, UV-C dosages received at targeted areas, total cycle time and provide online reporting? e.What type of UV-C lamp does your system use? f.Is this system Certified Green Medical Device? g.Does your system have an automatic shut-off feature if someone were to enter the room while the device is in-use/active? h.Does this system require FDA approval? If so, is your system currently approved by the FDA? i.What is your socioeconomic category? j.Are you a manufacture or an authorized distributor? k.Is your product available through existing Government contract, (such as GSA, FSS, SEWP, VA NAC, or GWAC)? If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement). l.If so, what are your contract number and DUNS Number? m.What is the normal Terms and Conditions associated with your device, such as - 1)Do you provide on-site training? 2)Do you offer service agreements? 3)If so, are they available in one (1) year increments? 4)Does your firm offer both direct sales and lease options? 5)If so, what are the associated costs for these? 6)If your firm does offer lease options what does this include? 7)What is the normal delivery time associated with your system? n.Where are your Ultraviolet Environment Disinfection System manufactured? Respondents shall furnish sufficient information necessary for the Government to conclusively determine capability of your Ultraviolet (UV) Environmental Disinfection System capability of specified equipment to include training and certification programs, logistics pipeline through the manufacturer for service manuals, bulletins, parts, software/firmware upgrades, etc. and past performance history and client contact information for the last three (3) years. At a minimum, responses shall include the following: Business name, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from the business address), phone number and email address. The government is not responsible for locating or securing any information, not identified in the response. Interested parties must respond with capability statements which are due in person, by postal mail, or email to the point of contact listed below on or before July 8, 2013 by 12:00 PM (Central Standard Time in Fargo, North Dakota) at the Network-23 Contracting Office (NCO-23), 2101 Elm Street, Building 30 (04-S), Fargo, ND 58102-2417 or email at John.North@va.gov. DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
