- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with New England Small Tube Corporation, 480 Charles Bancroft Highway, Litchfield, NH 03052. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is,; the size standard is 750 employees. The FBI is currently collecting DNA samples from Federal, Military and District of Columbia Convicted Offenders as outlined in the DNA Backlog Elimination Act of 2000, USA Patriot Act of 2001 and the Justice For All Act of 2004. Recent passage of the DNA Fingerprint Act of 2005 expands the scope of collection to include all Federal arrestees as well as non-US citizen detainees. In order to comply with this legislation and be able to process the exponential increase in samples being submitted to the FBI, the program has a need to acquire Short Low Volume Tips. The FBI owned robots use Teflon coated steel tips that required continuous data production at high quality. The size specifications are critical for the FBI current robotic platform. The short low volume tips manufactured by New England Small Tubes have been validated by the FBI. Changing to another manufacturer would change the size and performance of the tips which would require extensive testing and re-validation of the entire FBI robotic platform that could take up to a year. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by New England Small Tube Corporation, as no other vendor is capable of providing the short low volume tips that has been tested and validated by the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Monday, July 01, 2013, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
