- Description
- NASA/GRC has a requirement to obtain materials and technical support for the mechanical and electrical design, operation, and servicing of the Orbital Maneuvering System (OMS) Thrust Vector Control (TVC) Assembly. The OMS TVC Assembly consists of two (2) Actuator Controller Units (active and standby), one (1) Pitch Gimbal Actuator, one (1) Yaw Gimbal Actuator, and four (4) electrical harnesses. NASA/GRC intends to purchase the service from Honeywell Aerospace Company as the only entity capable of providing Orbital Maneuvering System Thrust Vector Control Multi-Purpose Crew Vehicle Service Module Support Services as the OEM.NASA and the European Space Agency (ESA) have entered into partnership to develop and provide the Service Module for the MPCV. This European Service Module (ESM) will provide main engine thrust by utilizing the Space Shuttle Program Orbital Maneuvering System Engine (OMS-E). Thrust vector control (TVC) of the OMS-E will be provided by the OMS TVC, also used during the Space Shuttle Program. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 7, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
