Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source production contract to BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE) for FY14 production and delivery of AN/APX-117, AN/APX-118 and AN/APX-123 Common Identification Friend or Foe (IFF) Digital Transponder (CXP) Systems and associated equipment. The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing". This requirement includes production, test, and delivery of AN/APX-117/118(V) systems, Mode 5 capable AN/APX-123(V) systems, Mode 5 retrofit kits, System Replaceable Assemblies (SRAs) including Receivers/Transmitters, Remote Control Units and/or Mounts, related logistics and engineering support services including support for weapons system platform integration and installation requirements, repairs, technical data, and Engineering Change Proposals (ECPs). The FY14 contract will include a basic requirement planned for award in December 2013 which will procure quantities of up to 67 AN/APX-117s, 13 AN/APX-118s, 450 AN/APX-123s, and 28 Mode 5 Kits, and a Mid-Year Option for additional quantities planned for award in March 2014 which will procure quantities of up to 10 AN/APX-117s, 5 AN/APX-118s, 18 AN/APX-123s, 10 Mode 5 Kits, and 191 SRAs. The quantities listed above are approximations and may be increased slightly if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118(V) and AN/APX-123(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
