Description
**This is an amendment to a previously posted Special Notice on 6/13/2013. Length of extension and LOE has been revised. All other content remains unchanged****** The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with URS Federal Technical Services, Inc. (URS) to provide support services to the U. S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle Fuel Emissions Lab, Ann Arbor, Michigan (NVFEL) under contract titled ?Support Services for Vehicle & Engine Testing?, EP-C-07-050, for an additional 4700 level of effort labor hours to be utilized to extend the current contract period which expires June 30, 2013, by two month, until August 31, 2013. The contractor shall provide services to support NVFEL in accomplishing various tasks in support of EPA?s imports program, tracking defect reports and voluntary emissions recall reports, In-use compliance and evaluation testing. Vehicles and engines are defined to include light duty vehicles (cars, vans, pickups, etc.), heavy duty trucks and engines. Engines are defined as heavy duty engines, small hand held, nonroad (including lawnmowers, marine, tractors, etc.), developmental, advanced testing, manufacturer loan and heavy-duty construction engines. The vehicles and engines will be used for EPA?s in-use testing program and several other programs. EPA believes that URS, with its experience in working the current contract, is uniquely qualified for this short term additional effort and URS is the only responsible source able to perform this 1-month effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with the data for ongoing projects required to meet EPA?s critical deadlines. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is June 27, 2013.
