Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. CURRENTLY THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE. The solicitation number will be announced in the formal pre-solicitation notice published herein at a later date. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of the business communities. As this requirement is performed wholly outside of the continental United States, any acquisition will be solicited on an unrestricted basis. The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA) is seeking potential sources for a Professional Services contract with the primary scope being utility services consultation. Contract award date is anticipated by 30 August 2013. The scope of work will be to provide an assessment consequent to a survey of the electrical and natural gas competitive markets in Italy, Spain and Greece in order to establish purchase costs, describe the available pricing schemes along with current and future trends in marketing, recommend and assist in the development of the most convenient and appropriate contractual arrangement with utility providers, including assessment of any methods and options to most conveniently to group the services. This assessment shall include economic as well as non-economic factors. Specifically, the Contractor shall analyze, compare and outline pros and cons of all alternate rate options that are on the market and are accessible to the US Government. These may include but are not limited to fixed price, indexed price, seasonal price options, and other options, including the option of the regulated safeguard service. In case indexed price options are considered, the Contractor shall indicate proposed methods to evaluate the indexed price offers. The Contractor shall review and revise the solicitations documents generated by NAVFAC EURAFSWA in order to ensure formats correctly address both the market competitors and the US Government ™s Federal acquisition requirements. In particular, the contractor shall identify and analyze potential purchasing options and their pros/cons from a Navy perspective; identify and analyze any viable pricing mechanisms and current market trends available in the market which meet the objectives of the acquisition strategy; for the supply of electricity in Italy and Spain and for the supply of natural gas in Italy update the Statement of Work (SOW) part of the solicitation packages issued by NAVFAC EURAFSWA; review and make recommended changes to the solicitations in order to tailor it to the US Navy requirements and to minimize the risk related to possible ambiguous clauses; provide general information on potential bidders and the technical criteria to be used to rank the proposals, highlighting any risk factors associated with offers; provide verbal feedback, advice, and guidance to Government personnel during communications held with industry and market participants; provide updated load data and spreadsheets to be incorporated as part of the solicitation package. The Contractor shall also be tasked to provide advisory input and assistance in obtaining information on renewable incentives, legislation and norms, current and prospected, established in Italy, Spain and Greece. For each of the above solicitations, rate analysis, assessments and market surveys, the Contractor shall provide written reports in English language; dual language reports are acceptable. Company experience and professionals qualifications required ï ­are the years of experience in the field (minimum 7), past performance both industrial and academic; multi “ country expertise with demonstrated knowledge of utility practices and rate structures used in Italy, Spain, and Greece; English, Italian, Spanish language proficiency; access to international sector data banks, information and studies. Required technical expertise and qualifications of expert(s) assigned include: o Engineering degree (master) o Energy Manager valid title at EU level, and equivalent to EGE (Esperto Gestione Energia) of Italy, certified by an independent certifying agency; o Specific and direct expertise in the EU deregulated markets, electricity and natural gas o Communication skills (e.g. public briefs & presentations experience, etc) Any efforts outsouced must be performed by personnel meeting the professional qualifications stated above. Estimated contract value for one year is under the Simplified Acquisition Threshold of $150,000. The NAICS for this procurement is 541618. This is not a request for proposal and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information in response to this sources sought notice. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. Submit your capability statement to include: A) Company name, address, primary point of contact and phone number, company DUNS number and Cage/NCAGE code, B) Positive assertion indicating registration is complete in the Department of Defense Central Contractor Registration (CCR) database located at http://www.ccr.gov, (C) A brief narrative of past experience in projects of similar size, scope and complexity citing dollar value and whether or not your company was the prime contractor or a subcontractor.. Responses must be submitted in electronic form and may be attached to an email addressed to esma.erisen @eu.navy.mil with a copy to terry.homburg@eu.navy.mil. Responses shall not be longer than 20 pages of standard size, including any English translations provided. Emails shall be no more than 5 MB in size. RESPONSES AND ANY ATTACHMENTS MUST BE IN ENGLISH OR DUAL-LANGUAGE WITH ENGLISH TRANSLATION. The due date for responses is JULY 12, 2012. In addition to the experience and professional qualifications cited above, please ensure that as a minimum the following items are covered in your response: 1(a). Does your company regularly engage in the business of providing Utilities Management Consulting Support ___Yes ___ No 1(b) If so, please list the specific types of tasks/services provided. 2(c) How long has your company provided these types of facilities support services? 3. Please list any contracts your company is currently performing that would be considered the same as/similar to this effort (size, scope, complexity) as well as those you have completed within the last three years, including contract number, title, type, annual award amount, final contract amount and references with name and phone number. 4. Does your company normally submit a proposal as its own business entity or as a joint venture when competing for this type of work? When competing as a joint venture, list those firms with whom you were affiliated. 5. On the average, what percentage of the total effort does your company normally subcontract for the scope of work contained in this announcement? 6. What specific portions of this type of effort would your company elect to subcontract? 7. How does your firm provide professional services in case of urgent and critical assignments in absence of primary expert(s) assigned? 8. Has your company performed work in or for the geographic area and is your company familiar with the demographic, economic, and labor profiles of the area? 9. What is the likelihood of your firm proposing on this contract?
