- This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Department of Commerce (DOC) Minority Business Development Agency (MBDA) has a requirement for Media Database and Press Release Distribution Services. The purpose of this sources sought notice is to determine small business availability to offer the following: Media Database Media database web-based solution which allows for email distribution to media lists created by licensed user. Conduct weekly updates to its media database to ensure it remains accurate. Media database web-based solution which allows customized media lists to be downloaded into Excel files for customized manipulation and sorting. Media database web-based solution which contains contact information/profiles for no less than 700,000 press-in-the print, radio, television and social media sectors from the following media tiers: • Top tier/national markets (e.g., Wall Street Journal, New York Times) • State and local media markets (e.g., Atlanta In town, Detroit Free Press, Sacramento Bee) • Industry outlets (e.g., Atlanta Business Chronicle, The Business Ledger, Crains) • Minority markets (e.g., Cherokee Tribune, Afro, Chicagoland Minority Journal, Sing Tao Daily) • Public Policy (e.g., Roll Call, Federal Times, Marketplace, the Daybook) Media database web-based solution which provides DOC the ability to archive unlimited number of customized media lists for future reference and tracking. Provide in-person or web-based training on its products and services to the licensed user annually; upon notification of a change in the licensed user; and when contractor makes changes to the product or services. Press Release Distribution Uploading of press releases from 2 hours to one week in advance of publication date. Press release web-based solution shall provide multiple newswire, news websites and social media outlets and options similar to the following: • Top tier/national markets (e.g., Wall Street Journal, New York Times) • State and local media markets (e.g., Atlanta In-town, Detroit Free Press, Sacramento Bee) • Industry outlets (e.g., Atlanta Business Chronicle, The Business Ledger, Crains) • Minority markets (e.g., Cherokee Tribune, Afro, Chicagoland Minority Journal, Sing Tao Daily) • Public Policy (e.g., Roll Call, Federal Times, Marketplace, the Daybook) Quality control editing services for punctuation, grammar and format on press releases uploaded for posting to the wires. Provide in-person or web-based training of its products and services to the licensed user annually; upon notification of a change in the licensed user; and when contractor makes changes to the product or services. The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. The capability statement shall identify the business status of the organization; Small Business Certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. a. Provide a listing of three (3) most recent projects your firm has performed. b. List any current Indefinite Delivery Indefinite Quantity (IDIQ) Contracts that are available for Government Wide use. 4. Your firms Data Universal Numbering System (DUNS) 5. System for Award Management (SAM) registered NAICS Codes. The written capability statement should be received by the Contracting Officer no later than 11:00 am EST July 2, 2013. The capability statement shall identify the business status of the organization. Only electronic statements will be accepted. Faxes will not be accepted.
