Description
The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division at Fort Belvoir, Virginia, intends to award to Viatech, Inc., 40 Christopher Way Eatontown, NJ 07724-1273 a modification for a six (6) month bridge extension to Cost Plus Fixed Fee Task Order W15P7T-06-D-E407/BD03 on a sole source basis. The modification will extend period of performance of the existing contract from 06 September 2013 through 06 March 2014 and increase the contract ceiling by approximately $7,500,000.00 from $30,074,177.00 to $37,574,177.00. The modification is required to provide a bridge for the continuation of IT Support at JTF-GTMO, while the new work effort is competitively awarded on behalf of the United States Southern Command by the US Army 410th Contracting Brigade. Under the bridge effort, the Contractor will continue to provide support operations tasked to JTF-GTMO and / or activities deemed necessary by the Government. These operations include, but are not limited to, Migrant Operations, Detainee Operations, Humanitarian Assistance/Disaster Relief Operations requiring network and other IT support at Guantanamo Naval Base, and military support operations requiring use of the contractor installed, operated and maintained facilities at Guantanamo Naval Base. It has been determined that Viatech, Inc. is the Only Responsible Source and no other Supplies or Services will satisfy Agency Requirements for this bridge effort. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Type of Supplies of Services Will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest, in writing, to the Government point of contact. Responses to this notice shall be received no later than 4:00 PM, Eastern Standard Time (EST), July 01, 2013. This notice of intent is not a request for competitive proposals or a solicitation of offers. Information received will normally be considered solely for the purpose for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
