Description
SQS F-16 Frequency Multiplier NSN: 6625-01-124-0226WF NAICS: 811219 Sources Sought Synopsis: FA8251-13-R-Frequency Multiplier Classification Code: 66 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if future efforts can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding size standard of $19 million. The Government will use this information to determine the best acquisition strategy for future procurements. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This notice is a Sources Sought, and is not a request for competitive proposals, quotations or an invitation for bid. Since this Sources Sought does not represent a current requirement, response is voluntary and the Government assumes no liability to reimburse contractors for either the effort or the associated costs to respond, or for any information provided. These costs remain solely the responsibility of the responding contractor. Information provided will be used solely for planning and market research purposes in determining the competitive atmosphere for these assets. The 416 SCMS/GUMAD has a valid requirement and is seeking contractors who have skills, experience, and knowledge required to successfully repair the Frequency Multiplier. If a contract is awarded, it is anticipated that the contract would be a fixed price. Additionally, it is also anticipated that this requirement will be a Small Business Set-Aside. The Frequency Multiplier is a Shop Replaceable Unit of the Modular Low Power Radio Frequency (MLPRF), a major end item within the F-16 APG-68 Radar system. The Frequency Multiplier receives a signal from the Reference Oscillator and multiplies it for use by the Frequency Synthesizer and Transmit Microwave. Prequalification is required prior to being considered for contract award. The responsible engineer has determined that only sources that have met qualification requirements will be considered to perform this repair. Contractors shall submit their data package to the Government consisting of the elements of section "C", 1 through 5, of the attached Source Qualification Statement (SQS). Upon satisfactory compliance paragraphs 1 to 5 of the SQS, the government shall provide non-serviceable assets, if available, for performance of the repair capability demonstration. These units shall be repaired at the contractor's expense and returned to the government for testing and verification of serviceability. The returned unit shall be evaluated by the cognizant design control activity and shall demonstrate full operational serviceability. Upon successful completion of testing the contractor will be placed on the qualified vendor list. Engineering data in support of this synopsis can be obtained by requesting it from the Contracting Officer. Engineering data for the Frequency Multiplier is limited to specification control drawings and high level wiring diagrams. This Sources Sought does not constitute a commitment, implied or otherwise, that a procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government's knowledge of plans, desires, and general situation as it exists at the time of the Sources Sought. This potential requirement is in the planning phase and, therefore, all information is potentially subject to change.
