- NASA/ARC is hereby soliciting information about potential sources for Low Density Shock Tube (LDST) Bore Machining. NASA Ames Research Centers Electric Arc Shock Tube Facility (EAST) is used to conduct ground-based studies using hypersonic flows and emission spectroscopy to characterize and understand the heat radiation emitted from the shock wave created during atmospheric entry of a spacecraft. The EAST Facility has a current need to rework the bore of the 24 Low Density Shock Tube (LDST). The instrumentation and optical ports have a smooth perimeter bulge that protrudes into the bore of the tube. This bulge negatively affects the flow of hypersonic gas through the bore of the tube and must be removed. Requirements Basic:Strategically machine the bore of the tube to meet the smoothness and surface finish of the original drawings. Toward that endeavor, shear-wave ultrasonic inspection must be completed on each port area before machining and after to verify that the structural integrity of the tube has not been compromised. 1)Work may be done in situ or off-site, however if work is done off-site, a thorough and detailed transportation plan must be submitted to, and approved by NASA before work proceeds. Off-site transportation and handling must be bonded and insured. 2)Documented procedures detailing the process and methods to be used in the removal of the protruding material must be supplied and approved by NASA before work proceeds. 3)Documentation and certification of the calibration standards used in the Shear-Wave Ultrasonic testing must be supplied and approved by NASA before work proceeds. 4)If during machining, an inclusion or weld discontinuity is discovered, additional inspections will be required. Decision to repair or not lies with NASA. The cost of additional work beyond the basic scope will be the responsibility of NASA. 5)All machining and inspection processes and procedures must be approved by the NASA Pressure Systems Safety department prior to starting work. 6)If work will be completed on-site at Ames, an airborne dust control plan and post work clean-up plan must be submitted and approved by NASA before work proceeds. The National Aeronautics and Space Administration (NASA) ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses,and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for LDST Bore Machining.The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: DUNS Number, name and address of firm, size of business, NAICS Codes registered in Reps and Certs at https://www.sam.gov/portal/public/SAM/ Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
