Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with R.D. Webb Co., Inc.; Natick, MA, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to purchase an air cooled high temperature furnace. The National Institute of Standards and Technology conducts research and provides services pertaining to tungsten-rhenium thermocouple materials. These materials are rated for use in argon up to 2300 °C, and routine testing up to 2200 °C is required for research and calibration activities. Laboratory installation constraints necessitate a ‘bench top' design, suitable for air-cooled operation and physically compact. The furnace chamber and power supply each have base areas less than 1 m2 in order to qualify as ‘bench top' systems. The inner hot zone must be 5 cm or larger in order to establish sufficient spatial uniformity. Market research has shown that R.D. Webb Co., Inc. is the only manufacturer capable of providing a product that meets the Government's minimum specifications. This notice follows sources sought notice AMD-13-SS49. The NAICS Code is 333994- Industrial Process Furnace and Oven Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to R.D. Webb Co., Inc. for this requirement in the 4th quarter of fiscal year 2013. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Eric Bubar at eric.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than July 10, 2013 at 5:00 pm.
