- Notice of Intent PARROTT INVESTMENT COMPANY, INC. 8369 HUGH BABER LN CHICO, CA 95928 The U.S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) subpart 6.302-1, other than full and open competition procedures and FAR Part 13, Simplified Acquisition Procedure, for the acquisition of water and delivery. The Parrott Investment Company is the landowner surrounding and adjacent to the Sacramento River National Wildlife Refuge Llano Seco Unit. The ranch has the water rights and delivery system for this property and is the only vendor available to deliver water to these tracts. The associated North American Industrial Classification System (NAICS) code for this procurement is 115116, Farm Management Services. The size standard is 7 M. The Universal Product Code for this procurement is S114. No solicitation or request for quote is available for this procurement.
