- Description
- The EPASS Program Office intends to utilize the GSA OASIS SB Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) vehicle in lieu of pursuing award of an organic IDIQ MAC. This vehicle exemplifies strategic sourcing efficiencies through reduced cost, accelerated implementation, timeline, and avoidance of waste resulting from duplicative efforts, while promoting small business participation as a 100% small business set-aside. Again, the EPASS Program Office will NOT issue an RFP for a MAC IDIQ, but will issue task orders against the GSA OASIS SB contracts. The EPASS Program Office, or its decentralized ordering offices, will issue the task orders; EPASS task orders will NOT be issued by GSA. The EPASS Program office intends, in accordance with FAR 16.505(b), to provide fair opportunity to all offerors in a particular "pool" and anticipates predominantly using GSA OASIS Pool 6, NAICS Code 541712, Exception A, Aircraft. Some Points to Note: • GSA OASIS SB IDIQ MAC is the strategic sourcing vehicle chosen; this is not a "bridge contract" • The EPASS Program Office or its decentralized ordering offices will issue RFPs for each task order • The EPASS Program Office and its decentralized ordering offices will operate under a memorandum of understanding with GSA allowing for a lower usage fee than the.75% listed in the GSA OASIS RFP. Anticipate a.10% in lieu of.75%; actual percentage will be listed in the task order RFPs.
