- This is a Notice of Intent to award a non-competitive contract to Sesame Workshop, located at One Lincoln Plaza, New York, NY 10023. The United States Fire Administration (USFA), in coordination with fire service organizations, has maintained a continuous program of support to develop and distribute fire safety educational resources for caregivers and teachers of the at-risk population of children. The proposed action is for services for which the Government intends to solicit and negotiate under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Sesame Workshop, a non-profit organization, holds a unique place as a leader and innovator in early education. The iconic Sesame Street characters engage both children and adults, and serve as communicators and positive role models. These trusted characters have the capacity to communicate effectively with both children and adults and to inspire parents' confidence in exploring educational content with their child. Sesame Street's content intentionally models effective interactions between adults and children, depicting concrete examples of how adults can encourage children's learning. For over four decades, Sesame Workshop has continued to find new ways to teach critical knowledge and skills to the youngest learners-particularly those from our most vulnerable families-using innovative, engaging educational content delivered through a variety of platforms. Their mission is to maximize the educational power of media assets to help all children reach their highest potential. Sesame Workshop reaches millions of children in more than 150 countries. Using the latest developmental research, culturally relevant content and decades of proven experience, they help children learn, grow and contribute to their communities by creating and distributing life lessons through a wide variety of media platforms. The purpose of the contract is to procure services to update the Sesame Street Fire Safety Station Kit Curriculum originally developed by Sesame Workshop and the Federal Emergency Management Agency's United States Fire Administration under contract number EMW-95-C-4702. The Sesame Street Fire Safety Station project began in 1979 and has been well-recognized for its effectiveness in reaching and teaching preschoolers. These bi-lingual fire safety education materials crafted with the Sesame Street signature language, characters, and style form the core of a preschool fire safety educational program. The teaching booklet, coloring book, poster, and CD that comprise the Kit are designed to be effective in one-time teaching situations or on an ongoing basis. The contractor must be able to meet the following core capabilities required for this requirement. The contractor must have: • Copyright/proprietary authority for the use of the iconic Sesame Street characters (illustrative and voice talent); and, • Expert knowledge of key educational messaging using the proper Sesame Street voice, Sesame Street caricature artwork, layout and design Requirements: • Existing mechanisms/protocols to deliver Sesame Street crafted fire safety messages, information, and materials to preschool aged children • Experience in assessing learning needs of high-risk populations and in developing materials to target them The Federal Emergency Management Agency (FEMA) has determined that Sesame Workshop is uniquely qualified to perform this work due to their ability to meet all the requirements listed above and their unique capability to provide Sesame Street branded educational messaging. This notice of intent is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested organizations may submit their capabilities and qualifications statements (using PDF, MS Word, Excel attachments) demonstrating their ability to provide these services via email to Rashurn.Harrison@fema.dhs.gov..
