- This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in providing a new Self Propelled Modular Transporter (SPMT) transportation system to support hull movements and alignments during the conversion availabilities for two Moored Training Ships (MTS); USS LA JOLLA (SSN 701) and USS SAN FRANCISCO (SSN 711). NAVSEA is interested in new equipment of the manufacturer(s) current commercially available production models. Current production models are defined as the manufacturer(s) current products, which on the date this solicitation is issued have been designed, engineered, sold, or are being offered for sale through advertisements or manufacturer(s) published catalogs or brochures. Products such as a prototype unit, pre-production model, or an experimental unit do not qualify as meeting the requirements of this specification. The equipment must include all component parts and features necessary to meet the performance requirements specified herein. NAVSEA is also interested in receiving a Rough Order of Magnitude (ROM) for the potential procurement. NAVSEA intends to acquire an SPMT transportation system for use at Norfolk Naval Shipyard (NNSY), Portsmouth, VA. The Government has provided the following information as attachments to this sources sought announcement: 1. The draft solicitation statement of work with detailed design requirements of the Self Propelled Modular Transporter transportation system. 2. Additional design requirements for the proposed Self Propelled Modular Transporter transportation system. Please provide best delivery date assuming an expected contract award in November 2013, taking into consideration all existing commercial and governmental business commitments. Information provided shall be treated as Business Sensitive or confidential to the responder, and shall be subject to the process for exemption from public release under the Freedom of Information Act. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Information provided in response to this sources sought announcement will not be considered an Offer by the responding contractor and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought announcement is to gather information from the market place. Telephone inquiries will not be accepted or acknowledged. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command, Attn: Mr. Alvin L. Hill - SEA 024; LCDR Jonathan Gray - SEA 024. Please scan your letter of interest and e-mail it to all of the following addresses Alvin.l.Hill@navy.mil; Jonathan.Gray3@navy.mil with Self Propelled Modular Transporter Transportation System in the subject field. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth on this announcement along with a ROM.
