- SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and potential set-asides. The Government is seeking responses from businesses capable of performing the required services. THIS IS NOT A REQUEST FOR QUOTE or PROPOSAL. Responses to this announcement are not considered quotes or offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. This notice will close June 27, 2013 at 1100 AM EST. The Mission and Installation Contracting Command at West Point, NY, has an anticipated requirement for Canine explosives detection services. Service will be performed at zip code 10996 from date of award until September 30, 2013. Scope of work consists of, but is not limited to: Canines shall be certified and shall maintain this certification in accordance with Army Regulation 190-12; Each Contractor Explosive Working Dog team (CWDT) shall be comprised of one certified dog and one certified handler that are highly trained and experienced in conducting explosive detection sweeps for the full range of explosive odors that are outlined in DA Pam 190-12, Chapter 5, para 5-2; CWDTs may be required to support security at numerous special events. Special events include but are not limited to: football games, graduation, Reception Day, Cadet march-back, Ring weekend, VIP dinners and gatherings, Band Concerts (at the outdoor amphitheater), cadet briefings, VIP visits, etc. Special Events will be scheduled by the COR with the contractor approximately one (1) month in advance of event when possible. Special Events vary widely in scope and depth and shall require one to ten (1-10) CWDTs working for a short term of approximately four (4) hours, or a long term of approximately twelve (12) hours, often in various locations on the installation; All CWDTs are required to conduct 6 hours of training per team each week in accordance with AR 190-12, Chapter 3, para 3-5; Canines shall be trained for explosive detection only. Canines trained as dual-use dogs shall not permitted; CWDTs shall conduct sweeps of vehicles and facilities, in urban and rural settings, and sometimes around other animals. Respondents shall provide a full description of their capability to meet the anticipated requirement. Feedback on this requirement is encouraged. The anticipated NAICS is 561612 with a Small Business Size Standard of $19M. Interested respondents should submit a brief capabilities statement package(no more than 5 pages in length) clearly demonstrating the firm's ability to perform the services listed. A generic capability statement is not acceptable. At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HubZone, SDVOB, etc. 3. Prior/current experience (private and/or government) performing efforts of similar size and scope within the last five years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer Point of Contact with phone number, and provide description of the experience and how the referenced experience relates to the services described herein.
