Request for Information/ Source Sought VA307-13-I-0024 DI950 Mail Insertion Machine Maintenance Support The Department of Veterans Affairs, Buffalo Regional Office This Sources Sought / Request for information is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The Veterans Benefits Administration Eastern Area Contracting Team is issuing this combination Sources Sought Notice / Request for Information. The objective is to gain information on industries ability to provide maintenance service on a DI950 mail insertion machine, with a sheet feeder and four feeder tower, located at The Department of Veteran Affairs Buffalo Regional Office, 130 S. Elmwood Avenue Buffalo, NY 14202 This is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. This Sources Sought/RFI notice provides an opportunity for respondents to submit their notice of ability, ask any questions, or submit comments in response to the below statement of work. Vendors are being requested to submit their availability and potential to fulfill the requirement, in the form of a capability response. Information is sought on industry best practices, vendor capabilities, and company profile information. Maintenance service is being requested on a DI950, to include onsite repair or replacement service, Preventive maintenance, and Equipment training. Statement of Work Scope of Work: Maintenance Service: All Maintenance Service shall be covered under this contract. Maintenance Service is defined as all labor and replacement parts necessitated by normal wear and tear from operation of the equipment, in accordance with original manufactures specifications, in order to maintain the equipment in good operating condition. Onsite Repair or Replacement Service: A service technician shall provide onsite repair service, as requested by the government. Repair service calls shall be answered within two hours, and if determined necessary, a service technician shall be dispatched within four hours, during normal working hours (Monday through Friday 7:00 a.m. - 6:00 p.m.). All parts and labor shall be included. Repair service may include the use of new, reconditioned, or remanufactured parts and assemblies. If the vendor determines replacement of equipment is necessary, the vendor will, at no additional cost, promptly ship new, reconditioned, or remanufactured equipment of the same or functionally equivalent model to replace the affected equipment. Preventive Maintenance: Preventive maintenance shall occur twice throughout the period of performance (one year). Scheduling for Preventive maintenance, shall be during normal business hours (7:00 a.m. - 6:00 p.m. Monday through Friday), excluding Federal Holidays, and shall be mutually agreed upon between the government and vendor. Preventive maintenance is defined as scheduled maintenance to keep the equipment operating in accordance with original manufactures recommended specifications. Field Service Reports shall be furnished by the vendor for a summary of the preventive maintenance provided to the government upon completion of each preventive maintenance occurrence. The field service report shall contain the following information: (1) date and time of arrival; (2) specific identification of equipment serviced; (3) time of maintenance service; (4) description of the malfunction (if any); and (5) list of parts replaced. Equipment Training: As requested by the government, the vendor shall provide training to include an overview for the operator (s) on how to use the DI950 mail insertion machine. Training sessions shall be scheduled upon mutually agreed upon times during normal working business hours 7:00 a.m. through 6:00 p.m. Monday through Friday, excluding federal holidays. Response Time Commitment: If it's determined that on-site service is necessary, the vendor shall have a service technician on-site within four hours, during normal working hours (7:00 a.m. - 6:00 p.m. Monday through Friday excluding federal holidays), upon the receipt of a service call. The response time commitment relates solely to the arrival of a technician at The Department of Veterans Affairs, Buffalo Regional Office 130 S. Elmwood Avenue, Buffalo NY 14202 location, it is not a guaranteed resolution of the problem within the four hour time period, nor does it guarantee that all parts necessary to make a repair will be on-site within this time frame. The response time commitment does not apply to service designated as service by replacement, software maintenance, preventative maintenance, operator training, or other services not essential to repair on the DI950. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C.Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). II.TIMELINE : This request will close June 28, 2013 eastern standard time. FAR Clause 52.215-3 Request for Information or Solicitation for Planning Purposes applies. Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Acquisition Planning. III.Requested information: Interested parties shall provide information to the Government as follows: A.Format: 1.MS Word or pdf format 2.Page limit -15 pages 3.Company name and Sources Sought/RFI number listed on each page 4.Proprietary information MUST be marked as such, on a page-by-page basis. B.Introduction: 1.Provide name of company, company address, a contact person's name, telephone number, fax number and email address. 2.CAGE code, and indicate if actively registered on System for award management (SAM) 3.Contractual vehicles the company holds, such as GSA schedules. 4.STATUS -NAICS Code. State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. ? Notes: 1. This Sources Sought/RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission. 2.
