- Sources Sought/Request for Information Air Force Nuclear Weapons Center Intercontinental Ballistic Missile Systems Directorate Program Control Office LCMP Software Development and Support 20 Jun 13 Technical Questionnaire - 2 LCMP was developed cooperatively between the KC-135 Program Office and the Original Software Developer (OSD). The software design, documentation, training, test/development environments, C&A environments, staging, and module leveraging process are currently OSD-proprietary. New requirements for LCMP development are mutually funded by the requesting weapon system and the OSD; upon deployment, the modules/enhancements retain partial OSD ownership. Please provide concise answers directly addressing each element of the questions below, limit your total response to 10 pages. For each question, please indicate if you currently possess the capability; if the task is not within your current capability, please indicate how you would establish the capability and how much time it would take to become fully effective. 1. Do you have processes and standards needed to design and develop new features while sustaining the LCMP system? 2. How would you continue LCMP development (modules, enhancements) and sustainment (training, PM questions, software bugs) while acquiring or developing proprietary portions? 3. Do you understand LCMP's two-tier architecture; the intentions of its design, capabilities, and constraints that must be considered when providing software engineering support? 4. How would you continue the design and development of modules and enhancements currently being developed by the OSD? Would they remain on-schedule? 5. How would you gain rights to use software modules/enhancements developed by the OSD? 6. Do you have the capability to provide substantial schedule and cost reduction/cost avoidance through leveraging other OSD-created LCMP capabilities? 7. How would you ensure uninterrupted support at low risk to the Government while providing cost efficient leveraging of existing features from other OSD-created Government LCMP applications? 8. How would you coordinate with the OSD and 10 other weapon systems utilizing LCMP-IDE to ensure the ICBMSD is aligned with the established leveraging process and continue to provide support in identifying opportunities to obtain cross leveraging/shared costs of new development with other using organizations? 9. Do you possess expertise in LCMP security architecture and the defined process for updating policies to comply with evolving security requirements? 10. How would you collaborate with the OSD to identify possible leveraging opportunities early in the development process and inject ICBMSD requirements for an easier-to-leverage product with a shorter timeline?
