Combined Sysnopsis/Solicitation for CCD Camera/Image Analysis Software Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 9000 Rockville Pike, Bldg. 31, Rm. 1B59 Bethesda, MD, 20892, UNITED STATES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested (RFQ) and a written solicitation will not be issued. The solicitation number HHS-NIH-NIMH-NIDA-AM3009632 and is being issued a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) for this procurement 334516 and the Small Business Size Standard is 500 employees. THIS REQUIREMENT IS FOR TOTAL SMALL BUSINESSES. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. This combined synopsis / solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-66, April 1, 2013. Background Information The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The National Institutes of Mental Health LCMR Department requires the CCD Camera/Image Analysis Software. The purpose of the purchase of this equipment is to upgrade our current fluorescent microscope in order to fulfill the mission of our Section, SFN (Section on Functional Neuroanatomy). Members of the Section on Functional Neuroanatomy, LCMR, routinely capture microscopic images for record keeping, publication in journals, and presentation at meetings and seminars. Modern microscopy is more and more using fluorescent-based molecular probes, and fluorescence microscopy is now used in multiple applications. The current digital camera and fluorecence light source on the microscope are outdated and provide poor images relative to what can be obtained with upgraded components. Equipment: • QIClick-R-F-M-12: QImaging QIClick, Mono, 12-bit, non-cooled camera with 1394 FireWire cable 6-pin to 6-pin, 1394 FireWire PCI-Express card and Two Year Warranty. Includes Thunderbolt adapter and FireWire 400 to 800 cable. • 01-RGB-HM-S-IR, RGB Liquid Crystal Color Filter Module (slider) C-to-F mount. Three positions: color, clear and IR filter. • HRD-NIK HRD 0.76X F-mount coupler with Leica DMRB clamp • 90-10028, SOLA SE Light Engine with 3mm LLG adapter, 3mm diameter 2m Length LLG (10-10084) & Leica adapter • iVision UPDT, Chroma ET series DAPI, GFP, Cy3 filter sets- mounted in existing Leica cube. • Installation and Training The Camera also includes a 2-year manufactory warranty. FAR provisions and clauses that apply to this acquisition are: FAR clause 52.212-1, Instructions to Offerors - Commercial Items. The Offer shall include all documents as cited in the clause. An addendum is not applicable to this provision. FAR clause 52.212-2, Evaluation - Commercial Items. FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and FAR 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (OCT 2003). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. In addition to a price quote, the Offeror must submit descriptive literature of the product proposed, a commercial price list, warranty provisions, and any other information the Offeror considers relevant to the Government's evaluation of the product proposed. The Government intends to evaluate the quotes and award the purchase order without discussion with Offerors. Therefore, the initial offer should contain the Offerors best terms for a technical and price standpoint. However, the Government reserves the right to conduct discussions, request product samples or demonstrations, if later determined by the Contracting Officer to be necessary. The Government may reject any and all offers if such action is deemed necessary. The Government may also waive informalities and minor irregularities in the offers received. In order to receive an award from NIDA, contractors must have a valid registration in the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM/. Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. Offerors shall submit their proposals no later than 3:00 p.m. Eastern Standard Time (EST) on July 5, 2013. The proposal must reference the RFP No. HHS-NIH-NIDA-NIA-AM3009632. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency.
