- Affidavit required to be completed for all Eglin AFB temporary badge requests. Memorandum letter required for site visit attendance. Please read this carefully. Eglin AFB, FL has a requirement to Renovate Portion Test Facility Hanger 71. The NAICS code for this requirement is 236210 (Industrial Building Construction) and the small business size standard of $33.5M. This acquisition is a 100% SMALL BUSINESS SET-ASIDE acquisition limited to Small Business firms. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. In general, the work includes removal of existing exterior, interior, and structural components, mechanical system components, electrical and communications components, finishes, ceilings, walls, doors, associated hardware and the installation of upgraded components as shown on the construction documents. This general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the plans and specifications. The work is located at Eglin AFB, FL Okaloosa County. The period of performance will be for 510 calendar days. The estimated magnitude of this construction project to be awarded is between $1,000,000 and $5,000,000. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal RFP will be available on the Federal Government Electronic Posting System www.fedbizopps.gov on or about 15 July 2013. The ESTIMATED PROPOSAL DUE DATE is 14 Aug 2013. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on the Federal Business Opportunities website. Prospective contractors must be registered in the DOD System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. IMPORTANT: A temporary base pass request is required for all individuals attending the pre-proposal site visit meeting. An Affidavit and Memorandum must be emailed to the Contract Specialist not later than four (4) workdays (Mon-Fri) PRIOR to the scheduled site visit date, or a contractor's base access will not be obtained. Note that it is advised to submit the Affidavit and Memorandum in advance of the four day minimum, due to possible rejection etc. Please carefully read the attached badge request instructions and Affidavit and Memorandum attached to this notice and send your badge request as soon as possible ‘after' the subject solicitation has been issued. All contractors who do not request a temporary base badge and fail to notify the Contract Speciliast of their plan to attend the site visit will not be included in the site visit. All visitors must be identified in advance of the site visit.
