Description
This is a notice of intent to acquire a Building Automation System (BAS) for the Defense Information System Agency (DISA), to be used for the DISA Critical Equipment Upgrade Design and Equipment Installation at DECC PAC Bldg 475, JBPHH, Hawaii, under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1. This notice does not constitute a request for competitive proposals and is not to be construed as a commitment by the Government for such a purpose. Building Automation Systems are centralized, interoperable, networks of hardware and software, which monitor and control the environment in commercial and industrial facilities. While managing various building systems, the automation system ensures the operational performance of the facility as well as the comfort and safety of building occupants. Building automation begins with control of mechanical, electrical, and plumbing (MEP) systems. For instance, the heating, ventilation, and air-conditioning (HVAC) system is almost always controlled, including control of its various pieces of equipment such as, chillers, boilers, and air handling units. Other systems that are brought under building automation are power monitoring, security, close circuit video (CCTV), card and keypad access, fire alarm system, plumbing and water monitoring. The end goal of the BAS is to control all systems within a facility and offer the user real-time data in order to resolve system failures before they start. The DISA BAS enterprise architecture has been developed to provide a standardized platform for operational and maintenance team efficiency. The system provides DISA remote monitoring teams the ability to transition monitoring responsibilities globally in response to local or worldwide events. The standardized BAS platform provides maintenance teams the ability to move technicians from one location to another to support large scale maintenance events and disaster recovery. DISA must maintain supporting IT systems and the physical infrastructure in facilities consistent with Tier III uptime and redundancy levels as delineated in the governing data center standard, ANSI TIA-942. DISA, Enterprise Services Directorate, Infrastructure Division has translated the technical aspects of ANSI TIA-942 and the Uptime Institute into their Facilities Engineering Standards, DISA CSI 360-95.3. DISA has spent over two years in developing the technical requirements, standing up a pre production building automation system (for pre implementation testing), ensuring DODI 8500.1 and DODI 8500.2 compliance, and obtaining BAS system accreditation (connection to a DOD network). Mission operational requirements necessitate that this system be capable of providing and receiving input from DISA's Data Center Information Management Tool (DCIM) and Information Technology Service Management (ITSM) tool of which both have been included in the BAS design and resourcing. Firms wishing to see the salient characteristics of the BAS system are to send their email address to Ms Tristin Matsuki at tristin.n.matsuki@usace.army.mil. Firms will receive a one-time access to a secure site. Firms believing they have an alternate building automation system that can fully meet the standards of DISA may submit a capabilities statement. The capability statement shall be submitted no later than 2:00 p.m. HST, on July 9, 2013 by email to Ms Tristin Matsuki at tristin.n.matsuki@usace.army.mil. The statement shall include the following: a. Provide fully detailed specification sheets describing the alternate building automation system offered that are equal to and fully compatible with the specifications. The specification sheets shall specify the manufacturer's name, address and country of manufacture. b. Provide a narrative, no longer than 5 pages, addressing how the alternate building automation system is fully comparable and compatible with specifications. c. Provide a narrative, no longer than 2 pages, describing how the alternate BAS system will be accredited to connect to the DOD network or what process is needed to ensure the BAS system will be accredited. The Government will not assume any costs for preparing or submitting information in response to this announcement.
