Description
The Contractor shall furnish all labor, materials, equipment services to perform construction work to complete cleaning, preparation and application of preservative treatment to the exposed surfaces of the glue-lam beams, spandrels and trusses on the Garden Atrium at San Joaquin Valley National Cemetery (SJVNC), located in Santa Nella, CA. Construct in accordance with the VA Construction requirements, Federal, California and Local Codes requirements. Unless otherwise noted, all materials shall be new. Prior to installation, Contractor shall submit for approval the manufacturer's literature and specifications on the all material being installed. All work will be coordinated with the Contracting Officer's Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer's Representative (COR) and with the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. GENERAL REQUIREMENTS: A.The Contractor shall provide all labor, materials, equipment to complete cleaning, preparation and application of preservative treatment to the exposed surfaces of the glue-lam beams, spandrels and trusses on the Garden Atrium at the San Joaquin Valley National Cemetery. Care will be taken to protect all windows, doors, building surfaces, columns, benches, tile and concrete surfaces, vegetation, etc. B.Work involves Atrium and Patio structure, glue-lams exposed to weather and direct/semi-direct ultraviolet damage and does not involve components providing outboard support to the low roof located on the Atrium/Patio north, west and south sides. Structure requiring preservation work will be treated on all exposed sides, not just the weather exposed surfaces. C.All surfaces to be treated are to be cleaned and preserved in accordance with manufacturer's recommendations and specifications and the finish color to match existing. D.Bidders to visit site prior to submitting bids. Estimate quantity is approximately 1500 sq ft for Atrium area only. Contractors are required to confirm all quantities to perform the scope of work. MATERIALS: A.Wood Cleaner: Deakswood: Cleaner and brightener for exterior wood, "The Flood Company," 800-321-3444 (or equal). B.Preservative: CWF-UV: Clear wood finish, Ultraviolet-Resistant, The Flood Company," 800-321-3444 (or equal). SURFACE PREPERATION: A.General Wood Cleaning: 1.Pressure water wash exterior wood surfaces to be treated to remove all dirt, foreign debris and existing finish. Use deck stain and finish remover, if necessary, to remove existing finish. Contractor must insure pressure washer does not damage or open up wood grain. 2.Apply wood cleaner and brightener on exterior wood as specified by the manufacturer. 3.Work cleaner into wood with a brush and rinse off with pressure water washer. 4.Sand to a smooth even surface and remove dust. 5.Allow all wood surfaces to dry 2 to 3 days before applying wood preservative. 6.Wipe surface to be treated with a tack rag prior to applying wood preservative. B.Preservative Application: Contractor will apply 2 coats of Stain (minimum) and 2 coats of Sealer (mimimum). 1.FIRE SAFETY a.Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241. b.Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR. c.Fire Extinguishers: Provide and maintain extinguishers in construction areas. d.Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30. e.Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas. 2.OPERATIONS AND STORAGE AREAS a.The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the COR. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. b.Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times. c.Execute work so as to interfere as little as possible with normal functioning of Cemetery as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. d.To minimize interference of construction activities with flow of Cemetery traffic, comply with the following: e.Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. f.Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR. g.Coordination of Construction with Cemetery Director: The burial activities at a National Cemetery shall take precedence over construction activities. The Contractor must cooperate and coordinate with the Cemetery Director, through the COR, in arranging construction schedule to cause the least possible interference with cemetery activities in actual burial areas. Construction noise during the interment services shall not disturb the service. Trucks and workmen shall not pass through the service area during this period: i.Work may need to be sequenced over as many as five (5) separate days to allow for scheduling. This is to preclude disruption of cemetery operations. Coordination must be made with Cemetery Director. ii.The Contractor is required to discontinue his work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit him to clean up all areas of operation adjacent to existing burial plots before these dates. iii.Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition at the end of each work day. iv.Final clean-up: Remove all equipment, tools, material, debris, rubbish, and excess material from the cemetery, leaving the areas in a clean. GENERAL REQUIREMENTS I. General Notes 1.Prior to submission of any bid, the Contractor shall perform a thorough field survey of the existing site conditions and features. Verify at project site the exact size, clearances of all existing services being relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from the site plan shall be brought to the attention of the Contracting Officer or his/her Representative (COR) for clarification prior to submission of the bid. Verify dimensions of all owner furnished and installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. 2.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as required for new system connection. 3.Coordinate and resolve all details of the shutdown for the specific utilities to be shutdown, then submit to Cemetery Director for acceptance a request, 2 weeks in advance of proposed shutdown. When option exists, implement options to minimize interruption of service to the facilities. 4.Contractor shall coordinate with the Cemetery Director to locate the construction fencing, temporary portable potties, material storage containers, etc. Public access to the National Cemetery shall not be impaired. 5. The Contractor shall assume sole responsibility for safety of all persons on or about the construction site, in accordance with applicable laws and codes. Guard all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and OSHA. Fence the construction area as necessary to prevent public access to the work site. 6. The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship and hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work within a period of one year after the date of final acceptance by the VA of all work done under this contract. 7. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of San Joaquin Valley National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains regular and routine contact with the Safety Officer at SJVNC. Contractor shall provide training of the contractor's and subcontractor's workers as necessary to meet these requirements. 8. Repair and replace any existing structure to existing condition when altered or damaged by the construction. 9.Completion Time: Thirty (30) calendar days from date of issuance of Notice to Proceed (NTP). ----END---
