Description
Regional Contracting Office ”Far East, US Marine Corps Installations Pacific intends to issue a Firm Fixed Price (FFP) Sole-Source Commercial Purchase Request to Senon Limited for the Camp Fuji Bus Driver/Shuttle Services. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1) OR 41 U.S.C.253 (c) (1). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. The applicable North American Industry Classification System (NAICS) code is 485320. Unique Qualifications/Rational for Use of the Authority Cited: Although FAR Clause 52.217-8 was included in the contract, the value of the option was not included in the price evaluation conducted prior to contract award. In a GAO ruling dated 14 September 2009, if the value of the option was not included in the price evaluation, a J&A is required before the option can be exercised. Exercising the option clause stated above will provide continued contractual coverage of the vehicle operation/shuttle services supporting for Combined Armed Training Center (CATC) Camp Fuji. The required services are deemed to be available only from Senon Limited because it is likely that award to any other source would result in unacceptable delays in fulfilling the Combined Armed Training Center (CATC) Camp Fuji requirements. The purpose of this extension is to maintain continuity by obtaining vehicle operation/shuttle services from the incumbent provider for the minimum period of time necessary to solicit and award a new contract. It is highly unlikely that there will be competition for this requirement since the period of performance is only for two months. The follow-on requirement will be solicited on NECO using full and open competition procedures. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. The Government is requesting that interested concerns feeling they can fully support this requirement, furnish the following information: -Company name, address, point of contact, telephone number and e-mail address. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. The requested information is due no later than 2:00PM (Local Time/Japan Time) on 10 Jul 2013 and can be provided to Regional Contracting Office ”Far East, Attn: Minako Chinen (Contract Specialist), PSC 557 Box 2000 FPO AP 96379-2000 or via e-mail to: minako.chinen.ja@usmc.mil. This notice is for information and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis.
