Description
List of Equipment by Manufacturer This is a SOURCES SOUGHT NOTICE for market research purposes for repair of the National Institute of Standards and Technology's Laboratory Equipment at the Material Measurement Laboratory THIS IS NOT A REQUEST FOR QUOTATIONS The proposed acquisition is for the purchase of service agreements for the urgent repair of existing laboratory equipment to ensure uninterrupted performance. The Material Measurement Laboratory is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. The anticipated procurement(s) will require any Contractor to provide urgent service calls for some or all of the equipment listed below. At a minimum, the contractor must be able to provide urgent service repairs meeting the minimum requirements: a. Respond to an unlimited number of requests for service calls in the event of a laboratory equipment failure which requires immediate repair. b. Respond to service calls within four (4) business days of the receipt of a request for a service call. c. Responsible to obtain all parts required for all repairs. The Contractor shall make a reasonable effort to secure parts in five (5) business days or less after identifying the need for a replacement part for the covered laboratory equipment. All parts shall be discounted from the commercial list price. d. Replacement parts provided under this agreement may be either new or remanufactured and the Contractor may exchange and/or repair existing components of the laboratory equipment. e. Whenever a part to be replaced or a new/remanufactured part has a serial number, the contractor will note the serial number(s) on the service ticket (see section IV of this SOW). f. All repairs must meet the original equipment manufacturer's performance specifications. g. Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties. The Contractor shall provide a trade-in credit if a given part or component becomes the property of the Contractor. The Contractor shall remove the parts from the NIST campus at the time of the service call, or provide shipping instructions and return shipping information that NIST may return the parts to the Contractor within 3 days after the service visit is completed. The Contractor shall assume all charges and liability for all shipments.   Service Conditions a. All service provided under this agreement must be provided by trained personnel who are certified by the original equipment manufacturer in the operation and repair of the covered laboratory equipment. The Contractor/service engineer must be authorized to perform preventative maintenance and service calls on all of the equipment listed below. b. Service must be rendered on-site at NIST Gaithersburg, Maryland, NIST Boulder Colorado, or NIST, Charleston, SC unless otherwise agreed by the parties. c. In the event that a part needs to be repaired off-site, the Contractor shall be responsible for all packaging, shipping, and transportation costs as well as liability for the shipment to and from NIST Gaithersburg, Maryland, NIST Boulder Colorado, or NIST, Charleston, SC. The Contractor shall be responsible for providing a "Return Authorization Number" or other information authorizing return of the shipment to their facility prior to the shipment. d. All parts shall be approved for use with the laboratory equipment by the original equipment manufacturer. The Contractor shall only employ tools, instruments, test apparatus, methodologies, techniques, and practices approved for use with the laboratory equipment by the manufacturer. The service protocols shall be adhered to at all times. Warranty. All labor, replacement parts and components (excluding consumables) provided by the Contractor are guaranteed for a period of at least ninety (90) days from the service visit completion date. The anticipated period of performance shall be for one (1) base year from award of this requirement and up to four (4) 1-year options. The Place of Performance will be at NIST Gaithersburg, Maryland, NIST Boulder Colorado, or NIST, Charleston, SC. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, with a size standard of $19.0M or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that are authorized to service the below equipment, meeting the above requirements, are requested to email product literature and a letter identifying which systems they are authorized to service to andrea.parekh@nist.gov no later than the response date for this sources sought notice. The letter shall include any information relevant to your capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that repairs the instruments provided below. 2. Companies shall address in their response how they will meet the limitations on subcontracting requirements per FAR 19.508(e), if this requirement is set-aside for small business. 3. Name of the company(ies) that are authorized to repair the instruments, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 4. Indication of the number of days after the receipt of the order that is typical for repair of such instrument. 5. Examples of repairs performed for each manufacturer. 6. Number of service personnel who are certified to repair each instrument. 7. Indication of whether the services required are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 8. Any other relevant information that is not listed above which the government should consider in finalizing its market research. Companies interested in responding do not have to be able to provide service for all of the manufacturer's or systems listed on the attachment. Responses shall indicate the manufacturers and/or systems which you are capable of providing emergency repair services.
