Description
New England Region of the U.S. General Services Administration (GSA), Public Buildings Services (PBS), requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide professional architectural and engineering (A/E) design services on an as-needed basis. Region 1 of GSA encompasses all six New England States. This requirement is solicited as a total Small Business Set-aside. The applicable NAICS code is 541310, Architectural Services; the small business size standard is $7 million. The GSA intends to award approximately three (3) contracts as a result of this solicitation. Each contract will be a firm-fixed-price, indefinite delivery, indefinite quantity (IDIQ) contract. Each resultant contract term will be one (1) year base and four (4) option years. The total amount of the base year contract will not exceed $1,500,000. Individual option year thresholds will be the same as the base year. The minimum guarantee is $5,000. These contracts will be solicited and awarded pursuant to Federal Acquisition Regulation (FAR) Part 36.6 and General Services Acquisition Manual (GSAM) Part 536.6. The GSA New England Region seeks to contract the most talented architects and engineers to renovate, upgrade and modernize existing facilities, including many legacy contemporary and historic buildings. These projects are to demonstrate the value of integrated design that balances aesthetics, cost, constructability, energy efficiency, and reliability/maintainability; create environmentally responsible and superior workplaces for civilian federal employees; and continue to give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Design Excellence in public architecture for this solicitation. The contractor will provide professional engineering and design services for the GSA. Work includes, but is not limited to: in terior space alterations, strategic workplace requirements development, field investigations, planning, programming, subsoil investigations, site surveys and analysis, site utility studies, geotechnical engineering services, environmental studies, cost estimating services, energy studies/audits, pre-design services, program/project development, design concepts, design development documents, construction documents, construction inspection services, and post construction contract services (shop drawing review). Furnishing partial and complete design may involve all disciplines or one or more disciplines such as: architectural, structural, civil, fire protection engineering, estimating, mechanical, electrical, geotechnical, asbestos, and landscaping. All A/E services will be provided when so authorized by execution of firm fixed price task orders. The Facilities Standards for the Public Buildings Service establishes design standards and criteria for new buildings, major and minor alterations, and work in historic structures for the Public Buildings Service (PBS) of the General Services Administration (GSA). These standards may be accessed at http://www.gsa.gov/portal/content/104821. The GSA CAD Standards (March 5, 2012) set mandatory procedures for architects/engineers (A/E's) to follow for the creation and delivery of all CAD drawings to GSA. GSA PBS requires the use of Building Information Modeling (BIM) and CAD (Computer Aided Design) per standards referenced in the P-100. Along with other requirements, the Standards mandate that A/E's must use the United States National CAD Standard® (NCS). It is the A/E's responsibility to obtain a copy of the NCS. The use of Building Information Modeling (BIM) authoring software by the A/E does not waive these requirements. Any CAD drawings exported from the BIM software must comply with the G CAD Standards and NCS. See www.gsa.gov/cad or www.gsa.gov/cifm. The evaluation criteria for this procurement are as follows, listed in descending order of importance: (1) Professional qualifications and experience of key personnel necessary for satisfactory performance of various designs for repair and alterations, space renovations, building surveys, and cost estimating; (2) Past performance in providing architectural and engineering services (including awards, commendations, recognition for work, and other accolades), contracts with Government agencies and private industry in terms of cost control, qua lity of work, and c ompliance with performance schedules; (3) Specialized experience and technical competence in Strategic Workplace Requirements Development, Design Excellence, pre-design services, interior and exterior space alternations/renovations, engineering studies, and construction phase services; (4) Capacity to accomplish the work on multiple projects in the required time; (5) Envir onmental and Sustainable Design Consideration Plan: How t he firm will meet the Government's goals of moving towards a net zero portfolio and healthy and sustainable work environment; The firm's approach to sustainable design practice, in both large project planning and in minor repair and alterations or systems design; Innovative approaches to energy and water conservation practices which will be incorporated into mechanical, electrical, plumbing, and building envelop systems, workplace designs, and construction waste management requirements; Utilization of environmentally friendly products, recycled and/or reused products, low volatile organic compounds (VOC's) products and products or systems which promote Green/sustainable facilities operations and maintenance; How the firm will design systems that incorporate utility rebates and reduction of greenhouse gases, use of life cycle costing, energy modeling, climate adaptation studies, and other tools to move towards a net zero portfolio and a healthy and sustainable work environment ; (6) Location of the firm in the general geographic area of GSA PBS Region 1 and knowledge of locality of the projects within the six New England states. In order to receive maximum consideration under this factor, at least 35% of the contract services have to be accomplished within the geographic boundaries established for the project. In accordance with the General Services Acquisition Manual (GSAM), in order to receive maximum consideration under this factor, at least 35% of the contract services have to be accomplished within the geographic boundaries established for the project (the six New England States). The GSAM allows a firm up to 45 days from contract award to establish this production capability within the geographic region. Firms which meet the above requirements and wish to be considered are required to submit SF-330s (Architect-Engineer Qualifications). Offerors are requested to submit one (1) original and five (5) copies of its SF-330s to GSA PBS Region 1, Acquisition Service Branch, 10 Causeway Street, Room 1100, Boston, MA 02222-1077, Attn: Robert Budlong, Contract Specialist, by 3:00 PM EST on 7/23/2013. In addition, offerors shall provide an electronic copy of the entire proposal on Compact Disk (CD) or USB Flash Drive. Submittals shall be placed in a sealed envelope identified as follows: SOLICITATION NUMBER GS-01P-13-BW-0007, AE IDIQ CONTRACT FOR GSA NEW ENGLAND REGION.
