- SOLICITATION NUMBER: P13PS01131 THIS IS A PRE-SOLICITATION ANNOUCNEMENT ONLY. NO RESPONSE IS REQUESTED OR DESIRED FOR THIS ANNOUNCEMENT. SUBJECT: Supply and delivery of toilet kit and labor to install and test the mechanical system(s) of the toilet. PLACE OF PERFORMANCE: Glacier Bay National Park, 1 Park Road, Gustavus, Alaska, 99826. Notice: Glacier Bay NP is a remote location only accessible by aircraft or marine vessel. THE SOLICITATION PACKAGE WILL BE POSTED ON OR AFTER JULY 5, 2013. NO OTHER DOCUMENTS PERTAINING TO THIS PRE-SOLICITATION WILL BE MADE AVAILABLE PRIOR TO THE ABOVE REFERENCED DATE. THIS IS A PRE-SOLICITATION NOTICE TO ANNOUNCE that the Department of Interior, National Park Service, Alaska Region Office intends to issue a Request for Quotation (RFQ) for the supply and delivery of one (1) each toilet kit and installation and testing of mechanical system(s) for said toilet. GENERAL DESCRIPTION OF REQUIREMENT: The National Park Service (NPS) has a requirement to replace an existing pit toilet facility to a urine diversion/vermi-composting toilet in the Bartlett Cove campground at Glacier Bay National Park. Requirement includes the supply and delivery of a "ready-to-build" toilet kit and the supply and installation of mechanical system(s). The new system shall be a waterless human waste system with low operational and maintenance requirements. System shall not require any bulking or carboniferous agents, off-site electrical power, or water need for operation. System shall separate urine from solids prior to mixing. Contract Line Item Number (CLIN) 00010 - Toilet Kit - Toilet Tech Solutions or EQUAL CLIN 00020 - Labor - Install/Test Mechanical System(s) ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $25,000 and $100,000. SOCIOECONOMIC STANDARDS: FAR 52.219-6 Notice of Total Small Business Set-aside is applicable to this solicitation. For information purposes, the North American Industry Classification Code (NAICS) is 321992, Commercial and Institutional Building Construction, with a size standard of 500 employees. CENTRAL CONTRACTOR REGISTRATION INFORMATION: Contractors are required to be registered in the System for Award Management (SAM) government system prior to award in order to be eligible for a government contract - the link can be found at https://www.sam.gov/portal/public/SAM/. We advise potential offerors to begin the registration process when they prepare their quotation packet to ensure the registration in the SAM database is complete and in-place should they be selected for the award. In the event an offeror is not registered in SAM at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror. RFQ ISSUANCE DATE: The Solicitation Package will be available via electronic commerce on Federal Business Opportunities (https://www.fbo.gov/) and Fedconnect (https://www.fedconnect.net/FedConnect/Default.htm) on or about Friday, July 5, 2013 (subject to change) with an anticipated solicitation closing date on or about Friday, July 19, 2013 (subject to change.) The Solicitation Package will include the following: An itemized Supply Worksheet, Scope of Work, and Specification Sheet(s). Please ensure you have a complete downloaded Solicitation Package before submitting your response.
