- The U. S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Albuquerque Complex is conducting a Market Research through this Sources Sought Synopsis for information and planning purposes to identify qualified and experienced sources for an anticipated Indefinite Delivery Indefinite Quantity contract under the NAICS Code 541199 size standard of $10.0 M. It is anticipated that the period of performance will be five years beginning on or about September 1, 2013. The goal of this announcement is to obtain information on the availability of quality professional contractor support to assist the NNSA Office of the General Counsel achieve its Freedom of Information Act/Privacy Act (FOIA/PA) program mission and to substantially reduce a backlog of legacy FOIA requests. This contract will require a cadre of personnel with the experience and skills to: ? Collect, organize, review, analyze, redact documents, prepare written draft documents and draft formal responses to support decision makers in final determinations to close-out backlogged FOIA/PA requests; ? Organize, assess, and process voluminous, complex records (including records that may be classified or otherwise confidential or controlled) obtained from other NNSA offices or elements who respond to FOIA/PA requests; ? Assist in searching, retrieving or collecting, scanning, organizing, categorizing, and indexing documents (both classified and unclassified) related to FOIA/PA requests, including historic records, programmatic records, specialized records containing medical information, technical, engineering, personal information (including personally identifiable information also referred to as ?PII?) and any other documents that must be processed in response to FOIA/PA requests; ? Review, analyze, and process documents in a timely manner including working cooperatively with designated Points-of-Contact (POCs) and Subject Matter Experts (SMEs) and others at DOE/NNSA offices (including contractors) to prepare written reports summarizing documents and providing draft final response recommendations for NNSA-designated release or denial officials; and, ? Providing analyses, assessments, and reports on the FOIA/PA program, including backlogged requests. Additional information: See Attachment - ?Draft Performance Work Statement? Submission Requirements: Interested parties shall submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 5 pages and shall at a minimum address the following: (1) Name of Company; (2) Company Address; (3) Point of Contact Information (4) Company Size: The government is interested in vendors from the following Socio-Economic Status: 100% Small Business, NAICS code 541199 (5) Address whether the services identified in herein are of a type offered and sold competitively in the commercial marketplace based on market prices or whether these services are exclusively provided to the Government. (6) If commercially available, identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performance-based and include the contract number, Government agency name and address and contract funded amount. (8) Identify qualifications of technical and management personnel. (9) Do not include promotional material. This is not a Request for Quote (RFQ)/Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Market research is being conducted at this time for the sole purpose of determining interest and capability of potential sources currently available to meet the needs of NNSA, Office of General Counsel. Statements of Capability received in response to this notice will not be considered a quote/proposal. Availability of any formal RFQ/RFP will be announced separately. Any cost incurred as a result of this announcement shall be borne by the contractor and will not be charged to the Government for reimbursement. Submissions must be received no later than 4:00PM., Mountain Standard Time on June 28, 2013. Submissions must be e-mailed to maria.vigil@nnsa.doe.gov. Note: All interested parties must be registered in the System for Award Management (SAM) to be eligible for an award of Government contracts. Interested parties must also have corresponding NAICS code 541199 in their SAM Gov. profile certifying as a Small Business before award resulting from any future solicitation
