- PRESOLICITATION NIHCC13-009869 TITLE: FUNDING FOR REAGENTS AND CONSUMABLES FOR THE VITROS ECI SYSTEM. This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health, Clinical Center (CC) intends to award a fixed price purchase order to Johnson & Johnson HealthCare Systems, Piscataway, NJ 08854 on a sole source basis to procure funding for a wide variety of reagents and consumables for the Vitros ECI system. Johnson & Johnson Healthcare Systems is the sole manufacturer and trademark holder for the ECiQ Analyzer with is used for numerous hepatitis and infectious disease tests. This is proprietary in that the test assays used for patient care testing must take place using the ECiQ platform, the system which is set up in this laboratory. This agreement includes the instrumentation rental and reagents and consumables. While other platforms are available, they are not interchangeable and would have to be validated which takes months to perform, write SOPs, and train staff, etc. Additionally, physicians throughout the CC require accuracy in the hepatitis testing so that their patients disease states are managed consistently over time on the protocols This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in Far Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing to this posting number, may be submitted to the CC Office of Purchasing and Contracts, prior to the closing date specified in this announcement electronically to the attention of Andre M.
