- Description
- The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to execute development, integration, and production of Technology Insertion Hardware (TIH). TIH is the latest generation of display, processor, and network requirements for Combat Control and Sonar Systems for Naval submarines. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms. Components consist of Commercial, Off-The-Shelf (COTS) equipment that are uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements. The Government anticipates awarding a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Non-Production Materials, Spares and Repairs, Other Direct Costs, and Data Submittals. The CLINs will include a mix of Cost Plus Incentive Fee, Cost Plus Fixed Fee, Cost Reimbursable, and Fixed Price Incentive (Firm Target). The resulting contract will include a five-year base period to cover Technology Insertion (TI)-16, and an overlapping five-year option period to cover TI-18, for a total duration of seven (7) years. If exercised, TI-18 will begin in Year 3 of the 7-year performance period. The solicitation number for this requirement is N00253-13-R-0013. Offers shall be FOB Origin. Offers will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The NAICS code is 334419, with a Small Business Size Standard of 500 employees. This is a full and open, unrestricted solicitation. It is anticipated that the solicitation will be issued on or about 19 August 2013, with a 45-day response time. Drawings referenced in the solicitation are restricted by the Arms Export Control Act and are ONLY available to contractor s appointed Data Custodian that is registered under the Defense Logistics Information Services Joint Certification Program (JCP). Contractor Data Custodians that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Reference material, including drawings for Technology Insertion Hardware, is available on the Electronic Technical Information Center (E-TIC). The material is unclassified technical information related to the Program Executive Office Submarines TIH effort. In order to gain access to the unclassified E-TIC, prospective Offerors must have a valid CAC or DoD Approved External Certification Authority (ECA) certificate and be able to supply their JCP Certification number. Access to E-TIC is gained as follows: Fill out an AIMTC Account Request form at https://aimtc.nuwc.navy.mil. The following fields must be completed as follows: the 'Branch' or 'Code' you support is NAVSEA PMS425; the 'Navy Sponsor POC' is Amanda Andrikopoulos; the 'Navy Sponsor Code' is NUWCDIVKPT C432; the 'Justification for your need to know' is Prospective Offeror for the Technical Insertion Hardware Competition, JCP# ______ (offeror to insert its JCP Cert # here). Scroll down to the bottom of the page and expand "Electronic Technical Information Center (E-TIC)"; select "ETIC for TIH 16/18 Solicitation" as the area for which you have a 'need to know'. When the AIMTC Account Request form is complete, click the Send button at the bottom of the page. Upon approval by the system manager, the account will be set up and notification will be sent via email. No bidders list will be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of offers my render the offer non-responsive and result in rejection of same.
