Description
USTRANSCOM /Directorate of Acquisition, Intermodal Transportation Support Branch, anticipates issuing a Request for Proposal (RFP) on or about 8 July 2013 for Rail Chain Tiedown Assemblies required for use in securing military vehicles, trailers, and other types of cargo onto DOD owned rail flatcars. The rail chain tiedown assemblies and each component shall be composed of all new material and conform to the requirements of the Association of American Railroads (AAR) Open Top Loading Rules (OTLR), Section 1, Part 2, paragraph 21 current as of the date of shipment. Additionally, the required rail chain tiedown assemblies shall meet specified working load limits, proof test requirements, minimum breaking strength points, and pass certified independent testing. The assemblies shall include a chain anchor device, an acceptable load binder of any type, compression unit or shock absorber, a clevis-type slip hook, nominal ½" special alloy chain (or equivalent), and a stamped metal tag. This is a presolicitation notice for a Low Price Technically Acceptable (LPTA) source selection resulting in a requirements contract for an anticipated 2,601 rail chain tiedown assemblies over a 2 year Period of Performance (POP), including a 12-month base period from 1 October 2013 through 30 September 2014, and one 12-month option period. The applicable North American Industrial Classification System (NAICS) Code is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing. The requirement is a total Small Business Set-Aside with a Small Business Size Standard of 750 employees. The solicitation will only be available at the following website: http://www.fbo.gov. No hard copies of the solicitation will be issued. All responsible sources may submit a proposal/bid, which shall be considered by the Agency.
