- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Emily Starnes, Raleigh, NC 27615, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for Ms. Starnes to provide expert consultation services and deliverables related to the Title 42 program for the NIEHS, Division of Intramural Research (DIR) and the National Toxicology Program (DNTP). It is anticipated that 1040 hours will be needed during the one-year performance period (7/08/2013 - 7/07/2014). Services to be provided are as follows: Purge and consolidate all hard copy files and convert to electronic files for movement to a shared drive determined by the COR; Move existing electronic files from personal PC to a shared drive determined by the COR; Provide training and instruction of duties and responsibilities to individuals identified by the COR; Meet with staff, with oversight of the COR, to discuss the various facets of the Title 42 program including the processes for appointment, renewal, pay and Committees on Promotion; Provide assistance and guidance for the transition of work during the restructuring of the intramural administrative staff; Produce various documents for review and acceptance by the COR. The documents may include but are not limited to appointments, renewals, promotions, spring increases, performance and terminations; Assemble required packages as needed for committee review for appointments, renewals, pay increases, Committees on Promotion and tenure; Conduct and execute special projects as identified by the COR; Assist by providing guidance and expertise in the continuing COP Automation effort; Assist in reviewing documents prepared by administrative staff for compliance with Title 42 regulations, policies and procedures; Review and comment on various documents received in connection with Title 42; Assists with the research and interpretation of internal policies and procedures and regulations; and Provide assistance, guidance and expertise to successor once the individual is identified. It is critical for the DIR and DNTP, as well as the Institute as a whole, to retain Emily's expertise until an individual can be identified through the recruitment process to fulfill this role. In addition, the need for Emily's services will continue for a transition period after the individual arrives. Ms. Starnes' possesses a vast knowledge of Title 42 and the historical perspective that will be needed by her successor. Title 42 is a complicated mechanism which involves a process that requires numerous levels of review and approval and has become even more difficult in the last two years due to revisions in the application of policies and procedures related to this program. In addition, the formation of the DNTP as a separate intramural division has brought new challenges in employing this mechanism for non-bench work scientists. It is necessary for the DIR and the DNTP to retain the ability to consult and seek advice and guidance from Ms. Starnes. Ms. Starnes will provide assistance, expert advice and guidance as well as produce documents that require her level of expertise during the time that the position is vacant, during the restricting of the intramural administrative staff and for transition once a successor has been secured. Due to the experience Ms. Starnes acquired during her employment at the NIEHS in the human resources arena, both in the Office of Personnel and the Intramural research program in addition to her familiarity with the NIEHS and the existing scientific staff, she is the only person who is able to provide the services required. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Ms. Starnes. The NAICS Code/Size is 541990/$14.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
