- RFP THIS IS A COMBINED SYNOPSIS/SOLICITATION NOTICE The Library of Congress (LOC), Copyright Office via the Office of Contracts and Grants Management (OCGM) has a requirement for services to support development and enhancement of the ELi System as well as ongoing maintenance and operational support of the system. Specific areas of support are business analysis, software development, operations and maintenance support, Certification & Accreditation (C&A) evaluations, performance measurement and continuous improvement services, system analysis, installation services, information technology (IT) system hosting services, system administration, database administration, security engineering, cloud architecture support, security architecture support, graphic design services, technical writing, event planning services, system architecture, training support services, communications support services, test engineering support, Independent Verification & Validation (IV&V) support, system software licenses, and system accountant support. This requirement has been determined to be commercial and is being competed on a full and open basis in accordance with FAR 6.1 and FAR 12. The Government anticipates awarding a Firm-Fixed Price (FFP) Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. Offerors will provide fixed hourly labor rates. The majority of task orders placed by the Library will be Firm-Fixed Price (FFP) in which the Library outlines the tasks that are required, and the vendor submits a proposal with a firm, fixed price supported by a description of resources required to perform the tasks. In rare instances, the Library may issue labor hour task orders subject to the supporting documentation required by the FAR. Labor hour task orders are being authorized because the Library anticipates tasks for which it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. Levels of effort task orders are not authorized. This procurement will not be a Small Business Set-Aside; it is being issued under full and open competition basis. The period of performance of this IDIQ contract is anticipated to be five years after contract award. The Government is not obligated to provide responses to all questions or clarifications. However, the Government may provide answers to questions under this solicitation number and will be posted via an amendment to the RFP at www.fbo.gov in one inclusive document.
