- The Omaha District, US Army Corps of Engineers is seeking qualified members from industry that qualify under the North American Industry Classification System (NAICS) Code 562910 Environmental Remediation Services (ERS). This requirement will be a Total Small Business Set Aside. PROJECT REQUIREMENTS This requirement is for a property-wide Preliminary Assessment (PA) for approximately 5 properties. The objective of performing this Preliminary Assessment is to: 1) eliminate from further consideration those eligible properties, or areas of an eligible property, that pose little or no threat to human health or the environment; 2) determine if there is any potential need for removal action; 3) set priorities for site inspections at eligible FUDS properties; 4) gather data useable for any future U.S. Environmental Protection Agency (USEPA) Hazard Ranking System (HRS) evaluation; and 5) review information relative to releases by DoD and other parties before, during, and after DoD operations to support project recommendations as part of the DERP-FUDS program. Although specific FUDS project recommendations are not required in the PA, information to support subsequent USACE recommendation of such projects should be presented in the PA Report. If CERCLA hazardous substances are identified, information should be collected regarding their possible origins to enable the determination of whether they may be the result of past DoD actions at the property, or whether they are present due to other non-DoD related use. The PA shall address all land, air, and water that were contained in the historical boundaries of the former DoD installation. The Contractor shall identify possible sources of contamination based on historical operations and develop a set of hypotheses regarding releases and potential impact to targets (i.e., people and resources that might be threatened by a release from the property, OSWER Directive 9345.0-01A) A separate list should be created differentiating between times when DoD occupied the property and the time prior and thereafter. Response to this Sources Sought is strictly voluntary and will not affect any firm's ability to submit an offer if and when a solicitation is issued. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of Service Providers to support the U.S. Army Corps of Engineers' Environmental Program. TYPES OF CONTRACTS Site specific contract is anticipated to be firm fixed price, and performance based.
