- PROJECT DESCRIPTION: Contractor shall completely prepare the project site; furnish labor, equipment, material and supervision to Replace Paint Booth for the VA WNY Health Care System at Canandaigua - as required by specifications and all applicable VA, local, state, and federal codes, rules, regulations, and practices. The CONTRACTOR shall supply all supervision, labor, material, equipment, tools, and incidentals; necessary to Replace the Paint Booth at the Canandaigua VAMC campus in accordance with the drawings, specifications, and scope of work. All work will take place Monday-Friday, 7:30AM-4:00PM, except work that will adversely affect Hospital operations. Requests to conduct work outside of these hours must be submitted in writing at least fourteen (14) days in advance of the anticipated work to the COTR. If the alternate work schedule is agreed upon, work can proceed. All mobilization and demobilizations services such as setting up a work facility including, but not limited to: a shop, storage area, office, sanitary facilities, services, etc. as required by local and/or state laws and regulations. The mobilization work associated with the facilities mentioned shall be done in a safe and workmanlike manner and shall conform to all pertinent state and local laws and regulations. SCOPE OF WORK GENERAL SCOPE This project is to replace the B118 industrial spray Booth, including but not limited to Doors, Electrical components, exhaust/intake fans, motors, and filters Ret. Grids & Frames. Generally described in this document, drawings and specifications at the VA Medical Center 400 Fort Hill Avenue, Canandaigua NY 14424. This document provides an overview of the work and other pertinent items affecting the scope of work. The plans, specifications, existing conditions and balance of the Contract Documents must be consulted for the entire project content. EXISTING CONDITIONS Building 118- Occupied during normal business hours. 1.Access to Work - The contractor shall use the exterior doors adjacent to Booth replacement locations and not store or use as working or staging areas any location other than Bldg. 118 Rm. 15A. 2.Duration of the work affect normal B.118 use shall not exceed 30 days. 3.The contractor shall schedule the work affecting B. 118 to commence only after review and approval of all items required for submittal and receipt of all material. 4.Logistics - The contractor shall provide storage for all items not located in B118 Rm. 15A in non-VAMC facilities such as remote storage trailers. The VAMC will not receive or store any items in the scope of work. The contractor shall be responsible for any items of scope delivered to the VAMC. FURNISH AND INSTALL The Contractor shall remove the existing Industrial Paint Booth and associated materials from the VA Medical Center and dispose of all material in accordance with codes and regulations. Removal shall include: Doors, Electrical components, exhaust/intake fans, motors, filters Ret. Grids & Frames. The contractor shall furnish and install an Industrial Spray Booth 12'x10'x12' with explosion proof lighting package, 5HP blower motor, 34" fan dia 15,000CFM, 3 phase control panel and a duct package with access door to include flat roof flange. Work shall include all items as described in the Contract Documents including the Plans, Specifications and Project Scope of Work Documents. The Work is to include but not be limited to the following overview: 1.Remove all debris from the site and disposal within codes and regulations. 2.Isolate the work area from access by non authorized VA personnel and Veteran populations. 3.At the completion of work all surfaces in the B118 Rm 15 & 15A shall be vacuumed with a HEPA vacuum to remove particulate, dust and dirt. The Contractor shall perform site inspections prior to the bid and include all work necessary to identify service routing to suit field conditions and complete the work. Drawings: -BLDG 118 Floor Plan - Building 118 Specifications: Included in the work are the following Construction Documents Date 2/22/2013 - Divisions (w/Sections): -Division 01General Requirements -Division 02Demolition -Division 11Equipment -Division 23 Heat, Ventilating and Air Conditioning -Division 26 Electrical OSHA Regulations:(Standards-29CFR) -PART 1926 Safety and Health Regulations for Construction -Standard Number: 1926.66 (Criteria for design and construction of spray booths) In addition to the listed specifications the following shall be included: DIVISION 1 GENERAL REQUIREMENTS A.The Contractor shall perform site inspections prior to the bid and include all work necessary to identify service routing to suit field conditions and complete the work. B.Shop Drawings - The contractor shall update weekly a submittal schedule on an Excel spreadsheet conveyed to the COTR. Prior to mobilization the spreadsheet shall be submitted containing a listing of all items for subsequent submittal. C.The project is classified Type IV with required control measures identified on Attachment A Infection Control / Industrial Hygiene Risk Assessment and Permit. -The contractor shall include for VA review separate written plans for Site Specific Infection Control and Site Specific Safety - HSE. The plans shall identify and address all risks and issues of the work and control measures identified on Attachment A 600-00C-26I-05 ICRA. General references to codes will not be acceptable. Only measures specific to the site shall be acceptable. -Provide HEPA filtered negative air in project spaces throughout the work and as outlined in. Isolate the work area from access by non authorized VA personnel and Veteran populations. -Work shall not commence prior to VA approval of the plan. -The contractor shall provide the means and methods to fully comply with construction related Site Safety requirements and Infection Control procedures. -In addition to all other governing standards the following shall be included as pertinent to assembling the Site Specific Plans: JCAHO E-edition EC.02.06.05 JCAHO CAMAC - Section 1, Surveillance, Prevention and control of Infection - Standard EC.5.50 and EC.8.30 D.The contractor's Project Manager shall hold weekly status and coordination meetings with the COR at a site location designated by the VA. E.Safety Plan - Provide a Work Safety Plan with provisions for PPE / Respirator Protection Program for use in application and work contiguous to curing of polyurethane and other VOC material applications for review and approval by VA HSE Staff. Work as provided for in approved Safety Plan. F.Remainder per drawings and specifications. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. This solicitation will be awarded to the lowest responsible bidder. Solicitation packages will be available via FedBizOpps.gov on or about June 20, 2013. All questions concerning this project MUST be in writing and NO phone calls will be accepted.
