- STATEMENT OF WORK The Department of Veterans Affairs Western New York Healthcare System has a requirement for sharps removal and disposal services at its Buffalo Medical Center 3495 Bailey Avenue, Buffalo, NY, Batavia Medical Center 222 Richmond, Batavia, NY and Community Based Outpatient Clinics (CBOCs) located in Niagara Falls, 2201 Pine Avenue, Niagara Falls, NY 14301-2300 and Olean, 465 North Union Street, Olean, NY 14760-2658. We are seeking sources interested in bidding on this requirement. THIS IS NOT A SOLICITATION. Background. - Reusable sharps containers in all applicable areas for the proper disposal of sharps. -Sharps are any objects that are contaminated or have the potential to be contaminated with an infectious substance and are capable of penetrating skin or packaging materials. -A professionally trained service specialist will regularly exchange the sharps containers to avoid overfilling twice a week in Buffalo, monthly in Batavia, Olean CBOC and the Niagara Falls CBOC. A schedule of service dates for all 4 facilities will be provided to COR in advance. -Replacement containers are disinfected and are proactively exchanged - Improves safety for our clinical and EMS staff and the environmental benefits of recycling A.Requirements include the following: 1)A professionally trained service specialist will regularly exchange the sharps containers to avoid overfilling twice a week in Buffalo, monthly in Batavia, Olean CBOC and the Niagara Falls CBOC. A schedule of service dates for all 4 facilities will be provided to COR in advance. Any changes to this schedule will be provided to the COR in advance. 2)Containers are to have direct drop with a top feed. 3)Containers must be installed, collected, emptied, disinfected and re-installed by the contractor. 4)Contractor will mount all sharps containers in the same place as current sharps containers on all walls. 5)Contractor is required to adjust container, sizes, locations, and pick-ups to meet the unique and changing requirements of each clinical area. At a minimum, container sizes to be provided shall include 2 gallon, 3 gallon, 4 gallon, 8 gallon, and 17 gallon. 6)All containers must be emptied before becoming seventy five percent (75%) full or within thirty (30) calendar days of the last empty date, whichever is first. Once removed from their respective areas, all containers shall be removed from the facility in a timely and secure manner. 7)Reusable sharps containers must be properly disinfected and must be sample tested to show that a 6 log reduction of vegetative organism and a 3 log reduction of mycobacterium are met. Replacement containers are disinfected and are proactively exchanged 8)Contractor must provide a log of all pickups, including physical description of containers at the time. 9)Contractor must provide Material Safety Data sheets (MSDS) on any chemicals it uses in the Facility. 10)Performance must comply with JACHO, EPA, NIOSH, NYSDOH, NYSDOT, NYSDEC, and all other applicable regulatory agencies. 11)Contractor must supply the VA with all training records of its staff as well as mandatory training requirements, as described below: 12)Contractor is required to subject its employee's to any and all training required and conducted by the VA (i.e. orientation training, emergency preparedness and any other training the V.A. may require.) 13)Contractor's employees must provide proof of current vaccinations for: influenza. Hepatitis B and C, Measles, Mumps, and Rubella. 14)Contractor's employees must undergo a security background investigation in accordance with VA policy, and provide proof of drug testing. 15)Racks containing used sharps shall not be left unattended while servicing areas.
